Available in PDF, EPUB and Kindle. Book excerpt: We analyze the role of food insurance on the housing markets of coastal cities. To do so we have assembled a parcel-level dataset including the universe of residential sales for three coastal urban areas in the United States - Miami-Dade county (2008-2015), New York city (2003-2016), and Virginia Beach (2000-2016) - matched with their FEMA food maps, which characterize the food risk level for each property. First, we compare trends in housing values and sales activity among properties on the foodplain, as defined by the National Flood Insurance Program (NFIP), relative to properties located elsewhere within the same city. Despite the heightened food risk in the last two decades, we did not find evidence of divergent trends, suggesting that food insurance may have cushioned the effects of the increase in food risk.Secondly, we analyze the effects of the recent reforms to the NFIP. In 2012 and 2014, Congress passed legislation that led to important increases in insurance premia and updates of food maps. We fail to find an effect of increases in premia on the values of foodplain properties in Virginia Beach and Miami-Dade, but we do find evidence of an effect in New York coinciding with the aftermath of hurricane Sandy. We also find some evidence of price changes for properties that experienced a change in risk classification in the new FEMA food maps. We conclude that the full effects of the 2012-2014 food insurance reforms have not yet taken place but will probably materialize in the future.

That borrowing has highlighted questions about the program¿s financial health, including the actuarial soundness of the premium rates charged on policies that are not explicitly subsidized and the cost of paying claims for properties that have suffered multiple flood losses. This book explores the views of real estate agent with respect to how prospective homebuyers assess the risk of flooding. It reports on their observations as to whether house prices are stagnant or falling in coastal areas vulnerable to flooding, and their conclusions after working with prospective homebuyers as to whether coastal south Florida is a good place to find a home or, alternatively, a risky investment in a place that will eventually be submerged by rising seas. The book reports on a 2020 survey of real estate agents and concludes that it is not clear that the housing market has integrated flood risk either into reduced demand for housing or in reduced prices for houses susceptible to flooding. These conclusions have important implications for understanding how the risks of climate change and sea-level rise are reflected in the housing market both now and in the near-term future.

One component in the nation's approach to managing flood risk is availability of flood insurance policies, which are offered on an individual basis primarily through the National Flood Insurance Program (NFIP). Established in 1968, the NFIP is overseen by the Federal Emergency Management Agency (FEMA) and there are about 5.4 million individual policies in the NFIP. The program has experienced a mixture of successes and persistent challenges. Successes include a large number of policy holders, the insurance of approximately $1.3 trillion of property, and the fact that the large majority of policy holders - 80% - pay rates that are risk based. NFIP challenges include large program debt, relatively low rates of purchase in many flood-prone areas, a host of issues regarding affordability of premiums, ensuring that premiums collected cover payouts and administrative fees, and a large number of properties that experience severe repetitive flood losses. At the request of FEMA, A Community-Based Flood Insurance Option identifies a range of key issues and questions that would merit consideration and further analysis as part of a community-based flood insurance program. As the report describes, the community-based option certainly offers potential benefits, such as the prospect of providing coverage for all (or nearly all) at-risk residents and properties in flood-prone communities. At the same time, many current challenges facing the NFIP may not necessarily be resolved by a community-based approach. This report discusses these and other prominent issues to be considered and further assessed.
