The issue centres on the fact that a critical review of the history demonstrates the difficulty for the people to achieve their main objective of self-determination. However, it is clear that their struggle is supported by a just and legitimate demand for basic human rights, the right to equal treatment, and the right to development. The fact also reveals that the struggle is justified and is legitimately based on the principle of jus cogens, uti possidetis juris 'as you possess so you may possess'. The intention is to raise consciousness of the people concern to investigate and to find out if we have not failed in our responsibility as citizens of the world, if we deliberately turn away from what seems to be happening to the people of British Southern Cameroons. The Cameroun Government has the obligation to demonstrate to the people that they have a prosperous future as citizens of the Republic.

For decades, self-determination was seen as a right of colonial peoples. Now the decolonization process has come to an end, its scope and meaning need to be re-examined. Increasingly, the ethnic groups within established nation States claim some separate political status. In extreme cases of persecution of an ethnic group by a ruling majority, secession may provide the only viable remedy to resolve the conflict. However, international law cannot promote a general `Balkanization' of the globe. The legitimate interests of all ethnic groups should be accommodated within the framework of existing States. Self-determination, which today is predominantly understood as implying a right to independent statehood, may have to be re-interpreted as conferring no more than a right to autonomy or federal statehood. Such a conception is in line with a modern tendency that highlights the necessary internal dimension of self-determination. Modern Law of Self-Determination is based on papers delivered at a conference in Bonn in August 1992 which have been updated and reviewed by the authors in light of the discussions following their presentation.

Rather than focusing on the metric of achieving independence, the project evaluates the quality of societies after independence, including such elements as economic strength and political resilience, and it analyzes what factors contribute to different outcomes. The study finds that the single most determinative factor in the success of any independence movement is frequently beyond the control of such a movement, often relating to the global and historical contexts in which the movement finds itself. However, a whole host of factors are within the control of such a movement, but movements do not always seek to act on many of them. Activists become so convinced in the justness of the independence cause that they do not focus on actions that would contribute to greater success after independence.
