E., at the date Of the treaty of peace. Until then, Japan's title could be one of conquest only. If, in the meantime, Germany's possessions in Shantung province should be brought under the title of China, the rights, interests and concessions which Germany, by virtue of treaties or otherwise, possesses in relation to the Province of Shantung would be nil. Hence there would be nothing for the German Government to transfer to Japan and nothing for China to agree to. Rejecting the compromise, Chinese negotiators refused to sign the Treaty of Versailles, creating conditions for the Soviet Union's entry into China and its later influence over the course of the Chinese revolution.
