Book excerpt: This book offers an inclusive perspective on the constellation of languages in Europe by taking into account official state languages, regional minority languages and immigrant minority languages. Although "celebrating linguistic diversity" is one of the key propositions in the European discourse on multilingualism and language policies, this device holds for these three types of languages in a decreasing order. All three types of languages, however, are constituent parts of a multilingual European identity and should be taken into account in any type of language policy. Both facts and policies on multilingualism and plurilingual education are addressed in case studies at the national and European level. The selection of case studies is based on a careful weighing of geographical spread of countries and languages across Europe on the one hand, and availability of established expert knowledge on the other. Many warned the EU was about to overreach the limits of its integration capacity. More than a decade later, this book presents a broad-based and systematic evaluation of the 2004–2007’s enlargement and its impact on the EU. In contrast to widespread scepticism, our results show that the EU’s integration capacity has been strong. Credible accession conditionality and pre-accession assistance have had a positive impact on democracy, governance capacity, and economic transformation, at least before accession. After accession, EU institutions have proven resilient. Eastern enlargement has not affected negatively the legislative capacity of the EU. It has not led to a deterioration of compliance and implementation of EU law either; initial differentiated integration has quickly returned to normal levels. This generally positive assessment stands in stark contrast with increasing public opposition to future EU enlargements. We identify some less known sources of such opposition: the lack of communication and political debate about enlargement between EU leaders and their citizens. Public opposition undermines the credibility of EU conditionality, which is crucial for having a positive impact on neighbouring countries in the future. The chapters in this book originally appeared in a special issue in the Journal of European Public Policy.

Some of these languages - English in particular - have been more equal than others. Languages that lack nation-wide official status in any Member State - such as Catalan and Welsh - have been overtly denied equal treatment. Furthermore, the multilingual nature of the EU has had significant implications for any Member State that wishes to regulate the use of language within its territory, as such regulation can interfere with the rights accorded to citizens of other Member States to participate in free commercial movement throughout the Union.
