Book excerpt: Over the past decade, app-based driving services like ride-hailing and delivery have become an integral part of business, employment and daily life in Vietnam. This growth, however, has been accompanied by tensions and conflicts between ride-hailing platforms and traditional taxi companies, xe ôm (motorbike taxi drivers), the authorities and the drivers working for these platforms. Most drivers on these services are male and work long hours for low wages. Their working conditions are precarious because platforms classify them as partners rather than employees, denying them basic rights and benefits. Although platforms offer bonuses, organize events to celebrate drivers’ contributions, and provide training courses, these do not address the fundamental exploitation in the employment relationship. The Ministry of Labour, Invalids and Social Affairs (MOLISA) has not taken sufficient action to protect drivers or taken a stance on whether they should be classified as contractors or employees. The Vietnam General Confederation of Labour (VGCL) is working towards securing social protection for drivers and increasing their representation in labour associations. While some members of the VGCL have argued that app-based drivers are actually workers and should be afforded the same rights and benefits as all workers, this is as yet not the formal position of the confederation. Drivers have taken to organizing strikes and protests to demand better treatment from the platforms. Their methods of activism are rooted in both traditional Vietnamese labour activism and global trends of platform protest. The emergence of the gig economy in Vietnam is a challenge to sustainable development. Policymakers and practitioners are called upon to ensure that platform work contributes to improved livelihoods and decent lifestyles for all.

It focuses on nominally formal labour within the garment and footwear industry in the southern part of the country, the author argues that while employment in the formal economy is expanding in terms of the absolute numbers of people working in formally registered firms, capital employs various ways to make conditions inside these companies increasingly insecure. In response, workers organise in forms of decentralised resistance. The book analyses two of these in detail; wildcat strikes and ‘microstrikes’—short collective work stoppages that occur inside workplaces. Arguing that labour resistance is structured in relation to capital’s behaviour, and not only because of weak labour relations institutions and mechanisms, this book makes a valuable contribution to the field of labour and social movement studies, development studies, sociology, and political economy and Southeast Asian Studies.

Book excerpt: Military enterprises, ostensibly set up to feed and supply soldiers, were some of the earliest and largest Burmese commercial conglomerates, established in the 1950s. Union Myanmar Economic Holdings Limited (UMEHL) and Myanmar Economic Corporation (MEC) are two profit-seeking military enterprises established by the military after the dissolution of the Burma Socialist Programme Party in 1988, which remain central players in Myanmar’s post-2011 economy. Military conglomerates are a major source of off-budget revenue for the military and a main employer of retired soldiers. Yet few veterans receive more than a small piece of the profits from UMEHL. The vast bulk of formal dividends instead disproportionately benefit higher ranking officers and institutions within the Tatmadaw. Military capitalism entrenches the autonomy of the Tatmadaw from civilian oversight. Despite this, obligatory or semi-coerced contributions from active-duty soldiers are a source of cash flow for UMEHL, effectively constituting a transfer from the government budget to the military’s off-budget entities. The most significant source of livelihoods support for most veterans is the service pension dispersed by the Ministry of Finance and Planning (MoPF). Despite delivering suboptimal welfare outcomes for most soldiers and veterans while eroding the legitimacy of ceasefires, successive governments since 1988, including Aung San Suu Kyi’s National League for Democracy (NLD) administration, have entrenched military capitalism by encouraging commercial activities of armed groups that enter into ceasefire agreements. Extending military pensions already paid by the Ministry of Planning and Finance to retired members of armed groups could deliver a far more consistent and tangible “peace dividend” than the commercial extraction of resources from ceasefire areas. More balanced civil–military relations, and fairer social outcomes for military personnel, will rely on civilian-led state institutions delivering effective and substantive welfare support beyond the commercially oriented welfare arrangements of military conglomerates.

The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. It stems partially from the platforms’ economic impact, which is felt most acutely in certain sectors: Uber drivers compete with taxi drivers; Airbnb hosts compete with hotels. Other consequences lie elsewhere: Uber is associated with a trend toward low-paying, precarious work, whereas Airbnb is accused of exacerbating real estate speculation and raising the cost of long-term rental housing. While governments in some jurisdictions have attempted to rein in the platforms, technology has enabled such companies to bypass conventional regulatory categories, generating accusations of “unfair competition” as well as debates about the merits of existing regulatory regimes.
