Book excerpt: Excerpt from The Labour Monthly, Vol. 2: A Magazine of International Labour, January to June, 1922 Our Aim - Why International Labour? - The Capitalist Victory of 1921 - And the Capitalist Defeat - Washington in Dissolution - Armaments and War - Europe and the Vultures - The Menace of the Irish Settlement - Is British Labour Drifting? - Not Machinery, but Will - The French Trade Union Conflict With the present issue the Labour Monthly enters on its second volume; and the opportunity may be taken to glance a little at the work we are trying to do. That there is room for a critical review in the British Labour movement has, we believe, been established by the very generous reception which has been accorded to us on all sides, including quarters where we might appear to come in unwilling rivalry. The movement of this country is not yet so crystallised in form, and its thinking not yet so fixed and certain, that there is not need for the fullest examination and probing into all the questions of organisation and policy that confront us. Such an examination must be based on the fullest knowledge and understanding of the developments of Labour and Capital all over the world: because it is the dominant characteristic of the present period that it is international. It is in this sense that the Labour Monthly proclaims itself a Magazine of International Labour: not meaning thereby that it considers its function limited to the dilettante interest of reporting a certain aspect or department of Labour affairs, consisting mainly of congresses and hot-air resolutions, but meaning by that title to proclaim itself a Magazine of Labour To-Day and the modern problems confronting the Labour movement. The old national Labour movements, with their lack of coordination at home and abroad, and their limited scope, aims and organisation, have failed to meet the modern conditions of the post-war world. Book excerpt: Excerpt from The Coming Force: The Labour Movement If, in the course of this inquiry, we can establish some unity of motive and purpose between them, we shall have done something to justify the effort. Socialism and Trade Unionism are commonly regarded as distinct factors of modern industrial and social progress. A man may be both, it is true, but he is assumed to be under the obligation if not the necessity of sustaining a certain duality of idea and motive. We commonly refer to the Trade Union and the Socialist sections of a political party which represents both sections and endeavours to interpret two distinct ideas by a single public policy. That, subject to certain real or assumed reservations, there is a common interest and a common motive is conclusively established. How broad is the basis of agreement and how small and inconsequent are the points of disagreement it is my purpose to show. Modern Trade Unionism presents a spectacle of astounding futility except in those departments of effort which have been inspired by Socialism. Even in those, the leaven of the old thrift-promoting fallacies has beggared the movement of possible good results. Except for the coherence and forward direction that the growing Socialistic tendencies have given it, the Trade Union world is a mass of cross purposes, personal intrigue and overlapping. The integral parts of the Trade Union Movement have been drifting further apart with the rapid development of sectionalism. Book excerpt: Excerpt from Men, the Workers In this collection of articles and addresses the editors have endeavoured to show as com prehensively as possible Mr. Lloyd's attitude toward the Labour Movement in the various concrete forms in which it presented itself to him. Some of the incidents which called forth his word have become historic, While others have been forgotten in the lapse of years; but each and every one of the questions treated is a vital issue in the world of labour to-day. The recognition of the union, the legal restriction of the hours of labour, the issuance of injunctions in labour disputes, and the relation of the labour movement to private monopoly, are as essen tially a part of that movement to-day as they Were in 1889 or in 1894. I am told, however, by some who heard them, that they may be not without interest to those who know the British Labor Movement only through the columns of newspapers. They are, there fore, reprinted below, in the form in which they were delivered at the Williamst-own Institute of Politics in August, 1924. I am glad to take this Opportunity of thanking President Garfield for inviting me to take part in the work of the Institute, and Professor mclaren for adding to numerous other kindnesses by seeing this small book through the press. Book excerpt: Excerpt from Labour: The Giant With the Feet of Clay IN a very real sense, I have written this little book against my own will and only after many years of hesitancy. I have hesitated because not only am I still a Socialist but because the conclusions to which, rightly or wrongly, I have come, have been forced upon me in spite of myself and because they destroy in my own case, as in the cases of countless others, the illusions of half a lifetime. I have written it because not only do I believe it to be the democrats who are killing democracy but because I know it to represent what increasing numbers of socialists and labour sympathisers are feeling throughout the world, often without daring to acknowledge it to themselves. It will be said that, whilst I have criticised Socialism and the world's Labour movement in these pages, I have not dealt with the failures and shortcomings Of Capitalism. That, however, has not been my business here, where I am concerned only with Labour. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The New Labour Movement: In Great Britain; Management and Men In passing from war to normal conditions of production British Industry is facing a host of labor problems and it is resolutely undertaking measures to solve them. Whatever may be his own particular economic interests or outlook every thinking American is aware that industry in the United States faces problems of a similar nature. Unlike Britain however, we are not for the moment under quite the same pressure to effect a settlement of insistent issues in the field of Industrial Relations. But the issues are here. Both wisdom and conscience admonish that they be met with intelligent sympathy. A policy of drift is no policy at all, and in the present circumstances such a situation is not without its dangers. The time is favorable for constructive work, through joint effort by employers and the rank and file of workers, in meeting at least some of the most important of those questions which are lumped under the heading of the labor problem. Fortunately we have before us the guidance of present British experience. Moreover a hopeful factor in the situation is the circumstance that a growing number of employers and a host of spokesmen for the working masses have the vision and the spirit which if united with energy and candor to the end of making work relationships sound will give to American industry a future full of promise. Book excerpt: Excerpt from When Labor Rules That the Labour movement or the suffrage movement could in any way affect the economic life of the nation, let alone fundamentally affect the constitution of the country, was too preposterous to be thought of. These people saw the govern ment of the land going on until Doomsday as it was going on then - Tory and Liberal, Liberal and Tory, change and change about with the swing of the pendulum - and they gave the subject as much interest and nearly as much enthusiasm as they accorded the University boat race.
