Book excerpt: In recent years, rapid technological progress has led to a wholesale destruction of middle-level jobs and a substantial rise in income inequality. It could also bring an era of high structural unemployment. These impacts constitute a major challenge that cannot be ignored by policymakers. They affect the fundamentals of our labor market – and might severely shake the social structure and stability of our society. This new report examines the impacts of technology on the European labor market. The report documents that technological innovation brings not only immense benefits but also significant dislocations in the labor market by making many jobs redundant. HCSS calls upon policymakers to take the risks of job polarization, increased inequality and potentially high technological unemployment quite seriously and suggests some policy measures that could mitigate these risks. The study was conducted in the context of the TNO Strategy & Change program. Book excerpt: We examine the link between labour market developments and new technologies such as artificial intelligence (AI) and software in 16 European countries over the period 2011- 2019. Using data for occupations at the 3-digit level in Europe, we find that on average employment shares have increased in occupations more exposed to AI. This is particularly the case for occupations with a relatively higher proportion of younger and skilled workers. This evidence is in line with the Skill Biased Technological Change theory. While there exists heterogeneity across countries, only very few countries show a decline in employment shares of occupations more exposed to AI-enabled automation. Country heterogeneity for this result seems to be linked to the pace of technology diffusion and education, but also to the level of product market regulation (competition) and employment protection laws. In contrast to the findings for employment, we find little evidence for a relationship between wages and potential exposures to new technologies.

Book excerpt: Based on 17 case studies in European Community countries and a literature review, this research project derives several findings--some of them contradictory--about the evolution of qualifications related to office technology. The population studied was office technology users below the executive level. The project found that the impact of the new information technologies (NITs) is dependent on the following factors: technical characteristics and possible applications, the economic context that produces the objectives or expected results, the organizational set-up, and finally, an important factor, the methods of human resource management and the behavior of the individual and professional groups concerned. The research is organized in three chapters. The first chapter shows how technology, applications, the context, and the occupational categories have evolved since the 1960s, and how the daily experience of NITs has brought about new concepts of information and changes in patterns of behavior and roles. The second chapter shows how occupational activity has had to redefine its content and cope with a rearrangement of jobs, especially jobs in the banking, insurance, and secretarial sectors. The options offered by the present are highlighted in the last chapter. A 177-item bibliography arranged by country is included. (KC)

Available in PDF, EPUB and Kindle. Book excerpt: The 'full-time job' is no longer an option for many people seeking employment. It has been replaced by an ever-expanding plethora of 'atypical' employment relationships designed by employers to streamline their operations and/or take advantage of information communications technology. Numerous labour law issues arise, demanding urgent attention. How should law and policy best address these challenges? This incomparable and timely book explores this contentious topic in depth, presenting ten penetrating essays on aspects of the topic by leading European authorities followed by reports on new forms of employment in thirty-five European countries Full-scale analysis of new forms of employment, their characteristics, and their effects on working conditions and the labour market includes such issues as the following: - employment relationships with more than one employer; - discontinuous and/or intermittent work; - work based on networking arrangements; - labour pooling; - crowdworking and crowsourcing; - lack of worker representation; - rights for vulnerable migrant workers; - removal of wage and hours threshold; - false self-employment; - non-payment of 'small' amounts (e.g., holiday pay); - portage salarial; - voucher-based work; - ICT-based mobile work; - organizations offering specific administrative services; - need for safety nets for workers; and - existing and potential monitoring and control mechanisms. Relevant EU Directives and national legal frameworks regarding new forms of employment are fully discussed, with an emphasis on recent trends and proposed solutions. This volume raises awareness of the problems generated by new emerging forms of employment and provides some answers and insights, including lessons to be learned from current developments. In particular, the authors' bringing to light of issues that have not been sufficiently addressed so far under European law will be welcomed by labour law practitioners, company legal counsel, human resources professionals, and academics in the field.
