Part I. consists of reviews of the leading issues of international affairs and foreign policy from a labour standpoint. Part II. is intended as a guide to the international labour movement. The field attempted to be covered is wide, in fact too wide for wholly satisfactory treatment; but it was felt that in the absence of any available book, some preliminary survey of this nature was needed for labour use. Its preparation has only been made possible by the willing co-operation of the many contributors who have put their special knowledge of particular questions concerned at the service of the labour movement. It is inevitable that a work of this character should be incomplete and subject to correction. Incomplete, because it is not possible in 300 pages to produce even a bad reference book of the world in general; and therefore it has been thought better to aim instead at selecting for treatment a few of the more fundamental issues of general international affairs, even at the expense of serious omissions. Only in the second part, in dealing with international labour organisation, has a compact survey been attempted. Subject to correction, because not only must all surveys of foreign affairs from a particular country be subject to the limitations of the focus of that country and the transmitted character of the information, but in particular because, in the primitive conditions of the after-war world, records have gone to pieces and the chronicling of the international labour movement is no longer a simple tabular affair, bat an adventure into uncertain and changing country.
