Using the Regional File of the IAB Employment Subsample for the period 1987-2001, we find that the substantial immigration of the 1990's had no adverse effects on native wages and employment levels. It had instead adverse employment and wage effects on previous waves of immigrants. This stems from the fact that, after controlling for education and experience levels, native and migrant workers appear to be imperfect substitutes whereas new and old immigrants exhibit perfect substitutability. Our analysis suggests that if the German labor market were as 'flexible' as the UK labor market, it would be more efficient in dealing with the effects of immigration.

Immigration has become a major issue in Germany. Germany still does not have an official immigration policy in spite of the fact that more than 8 percent of the residents are non-citizens and that Germany · s immigration figures almost have reached the US figures. The foreign Iabor supply strongly influences the German Iabor market. The bulk of foreign workers is employed in certain industries. In some industries (mining, steel) 20 and more percent of the employees are foreign workers. Most foreign workers are blue collar workers with low wages. The Iabor demand for immigrants has declined in the last 15 years while the foreign population and Iabor supply has increased. As a consequence, foreigners experience higher unemployment rates than Germans. The fall of the Berlin wall and the collapse of the communist regimes in East Europe further increased the blue collar Iabor supply and strengthened the competition for foreign workers on the German Iabor market.

It finds that new immigrant workers earn on average 20 percent less than native workers with otherwise identical characteristics. The gap is smaller for immigrants from advanced countries, with good German language skills, and with a German degree, and larger for others. The gap declines gradually over time. Less success in obtaining jobs with higher occupational autonomy explains half of the wage gap. Immigrants are also initially less likely to participate in the labor market and more likely to be unemployed. While participation fully converges after 20 years, immigrants always remain more likely to be unemployed than the native labor force.
