The Decline of the Arab-Israeli Conflict addresses the changing political behavior of the regional Arab system in the Palestine conflict, from total enmity to negotiated peace with Israel. This change is explained as a reflection of state formation process and constant thrust of ruling elites to disengage from compelling supra-state commitments stemming from Pan-Arab nationalist ideology and Islamic political culture. The book scrutinizes the role of Arab summit conferences which, since 1964, became the main collective Arab institution for decision making on common core issues—foremost of which was the conflict with Israel. The summits' main role was to legitimize incremental departure from the overburdening Palestine conflict whose powerful collective symbolism threatened states' autonomy. Summits' consensus sanctioned shifts from hitherto established collective Arab norms toward Israel as well as on inter-Arab relations, in accordance with core actors' interests. The summits offer a view to the Arab regional system's evolution as a negotiated inter-state order based on mutual recognition of sovereign states as opposed to compulsive collectivism in the name of Pan-Arabism. They were, in fact, a manipulation of the regional Arab system by primary participants' coalitions through employment of financial, ideological, and political trade-offs to resolve inter-Arab differences and reach a consensus on redefined collective goals.

Baruch Kimmerling's monumental work is an effort to correct this glaring omission. He does so by calling upon the best in survey research along with a deep reexamination of the classical social science literature on conflict and consensus. Israeli society is characterized by a large army of reserves, citizen-soldiers mobilized into military service during an emergency. One such emergency was the 1973 war; another the 1982 war. Kimmerling's approach is to treat such conflicts as temporary but powerful interruptions in many social processes. These episodic events not only lead to changing conceptions of mobilization, but higher risks stemming from potential loss of life and injury, shortages, and conceptions of disaster. This is a work which takes seriously both institutional requirements and personal traumas, and is thus very much in the mainstream of social analyses. Kimmerling and his research assistant Irit Backer have come up with most unusual data to measure stress and strain, occupational background of these citizen-soldiers, relationships between normal work and military tasks, the impact of such conflicts on migration patterns--among other truly unusual ways of getting at the topic of an "interrupted" system. This is a book written with a controlled passion, and no mere data-mon-gering activity. The author understands the high costs which Israelis pay to be part of the "club." He sees interruption as an integral part of a chronic conflict situation. Curiously he sees the special features of the Israeli system, when viewed in tandem with external pressures and conflicts, as enabling Israel to strike a balance which enables it to persevere. This is "a "critical work, but spares the reader fatuous policy recommendations.

Book excerpt: The invasion of Lebanon was the culmination of an extraordinary change which New Zionism created in Israel’s foreign policy system. This book, first published in 1986, examines how New Zionism came to dominate Israeli politics and it investigates the implications of this new ideology for the future of the Middle East. The author agrees that after the creation of the State of Israel, the belief system of the evolving society gradually changed. After the Six-Day War the ideology of Socialist Zionism became increasingly discredited and replaced by the New Zionist quest for Eretz Israel. Hardened by the harsh experience of the continuing Arab-Israeli conflict and enhanced by the threatening image of the enemy, the political culture in Israel became less tolerant and more receptive to the language of New Zionism. As a result, Begin’s Likud came to power in 1977 and quickly changed the whole basis of Israel’s foreign policy. Instead of the cautious pragmatism of Socialist Zionism the Begin government pursued the ‘grand design’ that had enjoyed a long tradition in Revisionist thinking. Although General Sharon was responsible for the actual conduct of the war, it was the New Zionist propensity to use military force to introduce a new order in the Middle East which was responsible for the invasion. The book suggests that it is still too early to assess the full impact of the war in Lebanon on New Zionism. Although the war failed to validate any of the ‘grand design’ tenets of New Zionism, the violent Shiite response in Southern Lebanon may serve to strengthen the New Zionist hard line. This could hasten the annexation of the occupied territories as the final stage of turning the State of Israel into the Land of Israel.
