Similarly, economic and business historians have tended to view international technology transfer as a way for economically ‘backward’ countries to acquire new technologies in order to catch up with more developed economies. This volume provides a more in-depth understanding of how the international transfer of technologies is organized and, in particular, challenges the core-periphery model that is still dominant in the extant literature. By looking beyond national systems of innovation, and statistics on foreign trade, patent registration and foreign direct investment, the book sheds more light on the variety of actors involved in the transfer process (including engineers, entrepreneurs, governments, public bodies, firms, etc.) and on how they make use of a broad set of national and international institutions facilitating technology transfer. Put differently, the volume offers a better understanding of the complexity of global technology flows by examining the role and actions of the different actors involved. By bringing together a number of original case studies covering many different countries over the period from the late 19th to the 21st century, the book demonstrates how technology is being transferred through complex processes, involving a variety of actors from several countries using the national and international institutional frameworks.

As the policy debate has intensified, however, it has become clear that the problem of encouraging successful transfer is complex, and requires an interdisciplinary approach. The collection of papers in this volume is deliberately diverse. It offers perspectives from economics, sociology, science, engineering and public administration, and also from outside academic life, from those involved at the 'sharp end' of technology licensing and administering government research programmes. Contributions are also drawn from a rangeofnational backgrounds-the authors are drawn from ten countries, from through out Europe and North America. The main focus for the papers was a NATOAdvanced Study Workshop, which took place at the National Institute ofEconomic and Social Research, London, in September 1995. It asks how the Korean electronics industry was able to develop, both in terms of production and technology, despite low inflows of licensing and foreign direct investments. The books argues that the key to its spectacular growth has been through its participation and learning from an inter-firm arrangement called original equipment manufacturing arrangement (OEM). A number of firm-level case studies on the Korean electronics industry support this argument. The role of the government, especially related to its technology policy, has also been analysed. The government was effective in providing financial incentives for the firms' technological upgrading efforts, but its supplying of direct technological assistance had limited success. Book excerpt: One of the alleged benefits of the recent global movement to strengthen intellectual property rights (IPRs) is that such reforms accelerate transfers of technology between countries. Branstetter, Fisman, and Foley examine how technology transfer among U.S. multinational firms changes in response to a series of IPR reforms undertaken by 12 countries over the 1982-99 period. Their analysis of detailed firm-level data reveal that royalty payments for intangibles transferred to affiliates increase at the time of reforms, as do affiliate research and development (R & D) expenditures and total levels of foreign patent applications. Increases in royalty payments and R & D expenditures are more than 20 percent larger among affiliates of parent companies that use U.S. patents more extensively prior to reform and therefore are expected to value IPR reform most. This paper--a product of Trade, Development Research Group--is part of a larger effort in the group to understand the global impact of stronger intellectual property rights.
