Book excerpt: The single largest issue introduced by the evolution of security services by the private sector is the degree to which corporations are now transcending the power of governments, rising as an influential variable within international and regional diplomacy and redefining sovereignty in the 21st century. [...] Since the coming of the modern state, security is perceived to be the protection of the sovereignty of the state; that is to say, protecting the state against external aggression and internal threats. [...] This is the context in which the enforcement of law and order has evolved as one of the cardinal functions of the state. [...] But rather it means that the security of the state, in particular a state that is weak, should continue to remain primary, since the main aim is to build the capacity of the state to provide and maintain security for its citizensvi. [...] 8 The privatisation of this traditionally public function should lead police reformers to the conclusion that regulation of the private security industry is necessary to maintain an appropriate balance between the public and private sector, increase the competence of private security personnel and decrease the likelihood of corruption and abuse of human rights within the industry.
