Book excerpt: The ever-increasing exchange of goods and ideas among nations, as well as cross-border pollution, global warming, and international crime, pose urgent questions for international law. Here, two respected scholars provide an intellectual framework for assessing these pressing legal problems from a rational choice perspective. The approach assumes that states are rational, forward-looking agents which use international law to address the actions of other states that may have consequences for their own citizens, and to obtain the benefits of international cooperation. It further assumes that in the absence of a central enforcement agency—that is, a world government—international law must be self-enforcing. States must believe that if they violate international agreements, other states will retaliate. Consequently, Eric A. Posner and Alan O. Sykes devote considerable attention to the challenges of enforcing international law, which begin with the difficulties of determining what it is. In the absence of an international constitution, the sources for international law are vague. Lawyers must rely on statements contained in all manner of official documents and on simple observation of states’ behavior. This looseness leads international institutions such as the United Nations to deliver conflicting interpretations of the law’s most basic principles. The authors describe the conditions under which international law succeeds or fails, across a wide range of issues, including war crimes, human rights, international criminal law, principles of state responsibility, law of the sea, international trade regulation, and international investment law.

Book excerpt: This book is the first volume in a trilogy that traces the development of the academic subject of International Relations, or what was often referred to in the interwar years as International Studies. This first volume takes on the origins of International Relations, beginning with the League of Nations and the International Studies Conference in Berlin in 1928 and tracing its development through the Paris Peace Conference, the quest for cooperation in the Pacific, the Institute of Pacific Relations and lessons from Copenhagen, Shanghai and Manchuria. This project is an impressive and exhaustive consideration of the evolution of IR and is aptly published in celebration of the discipline's centenary.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a comprehensive examination into the shifting international thought of Alfred Zimmern, a Grecophile intellectual, one of the most prominent liberal internationalists and the world’s first professor of IR. Identifying the writings of Burke and cultural Zionism as two important ideological sources that defined his project for empire and global order, this book argues that Zimmern can best be understood as an apostle of Commonwealth. It shows that while his proposals changed from cosmopolitan democracy to Euro-Atlanticism and to world federal government, they were constantly shaped by the organizing principles of a professedly universal British Commonwealth. It was the empire transhistorically chained to classical Athens.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers an overview of space strategy in the 21st century. The purpose of space strategy is to coordinate, integrate, and prioritize space activities across security, commercial, and civil sectors. Without strategy, space activities continue to provide value, but it becomes difficult to identify and execute long-term programs and projects and to optimize the use of space for security, economic, civil, and environmental ends. Strategy is essential for all these ends since dependence on, and use of, space is accelerating globally and space is integrated in the fabric of activities across all sectors and uses. This volume identifies a number of areas of concern pertinent to the development of national space strategy, including: intellectual foundations; political challenges; international cooperation and space governance; space assurance and political, organizational, and management aspects specific to security space strategy. The contributing authors expand their focus beyond that of the United States, and explore and analyse the international developments and implications of national space strategies of Russia, China, Europe, Japan, India, Israel, and Brazil. This book will be of much interest to students of space power and politics, strategic studies, foreign policy and International Relations in general.

The work assesses the role of the United Nations and its various organs, particularly the General Assembly and the Security Council, and discusses the key legal issues. The second part of the book examines the activity of regional organizations both in their own right as well as their interaction with the UN. The volume concludes with a discussion of whether, to what extent and how the fight against terrorism has encroached upon fundamental rules of international law such as the international protection of human rights or the use of force among states. The volume is the latest in a series drawing on the presentations of high ranking scholars, diplomats and representatives of international organizations. The result is a stimulating and thought-provoking book which will be of interest to researchers and policy-makers alike.

Available in PDF, EPUB and Kindle. Book excerpt: International Institutions (IIs), International NGOs (INGOs) and Transnational Hybrid Organizations (THOs) play a hugely important role in the modern world economy. Despite having been studied by scholars from a range of disciplines, these organizations have never before been approached from a management perspective. This ambitious book analyzes the management challenges associated with international cooperation and sheds light on how these organizations have evolved as the political, economic and business environments have changed around them. Covering an admirably broad canvas, the authors pursue two main objectives. Firstly, they explore the main management frameworks developed in the context of the corporate and national public/non-profit organizations and adapt them to the specificity of IIs and INGOs. This leads to the identification of a "tailored" approach to IO management based on their institutional and operational settings, stakeholder groups, core business, staff profile, and financial arrangements. Secondly, they "bring theory into practice" by linking frameworks to several case studies and best practices of organizations currently experimenting with management systems and tools, with case studies including the World Bank and the Gates Foundation. This comprehensive textbook is a must-own resource for students and academics involved with studying and working with international organizations.
