Available in PDF, EPUB and Kindle. Book excerpt: In every part of the world information and technology are changing society and challenging the structures, roles, and management of traditional government institutions. At the same time, universal needs for human and social development, environmental protection, commercial and financial stability, and scientific and technological advancement demand governmental attention. In this complex and changing environment, governments are still expected to provide for the public good through legal and political processes, and public programs and services. Digital transformation, electronic government, government 2.0, and electronic governance are just some of the labels used to characterize the ideas and actions that underlie adaptation, transformation, and reform efforts. This book contributes to the ongoing dialog within the digital government research and practice community by addressing leadership and management challenges through the interplay of five interconnected themes: management, policy, technology, data, and context. These themes are evident in a wide range of topics including policy informatics, smart cities, cross-boundary information sharing, service delivery, and open government, among others. Accordingly, it includes chapters that explore these themes conceptually and empirically and that emphasize the importance of context, the need for cross‐boundary thinking and action, a public value approach to performance, and the multi‐dimensional capabilities necessary to succeed in a dynamic, multi‐stakeholder environment. The chapters in this book were originally published as a special issue of the journal, Public Management Review.

Book excerpt: This book assesses landmark empirical studies, state capture concerns, corruption, and fraud in South Africa’s public sector and thereby reflect on issues of accountability and ethics as cornerstones of governance. Bringing together some of the best minds about corruption, ethics, and governance from a multidisciplinary perspective, the book pushes critical thinking to interrogate interventions that could stamp out and stop the rot of corruption in society. The book investigates the behaviours of officials and politicians engaging in acts of corruption and considers how state institutions have been captured and corrupted by these people. Considering South Africa’s historical and regional context, the book also considers the role of watchdogs, auditors, and public opinion. In suggesting mechanisms for combating and preventing corruption, the book ultimately advocates for long-lasting preventive interventions instead of current short-lived and costly approaches to combating corruption. Combining original case studies, empirical work, and some comparisons in Zimbabwe and Botswana with South Africa, this book will be of interest to students, researchers, and policymakers working on corruption, ethics, and governance from the context of public administration and law.

Available in PDF, EPUB and Kindle. Book excerpt: In the face of global challenges and changes - some may even say because of them - one major dilemma looms large for citizens and leaders worldwide: how can we ensure that our countries address these challenges successfully? This book demonstrates that the answer can be found in a better match between the nature of modern bureaucracy and the spirit of modern democracy, as well as by improving methods and ideas for what the author terms 'cleaver governance' and better governability. Moreover, it suggests potential directions for improving governability and public management against the backdrop of the tension between bureaucracy and democracy that has given rise to increasing mistrust of and lack of confidence in public institutions. Building Strong Nations enriches the discussion about moving modern nations forward despite major problems such as the clash of ideologies, the overburdening of and expectations from public administration, and the growing instability in world economics and international relations.

Book excerpt: This book explores the practices of governance in Bhutan and how they shape the implementation of the country’s Gross National Happiness (GNH) development strategy. The author examines whether Bhutan’s innovative GNH governance framework successfully navigates competing power dynamics and generates the intended human development outcomes of Gross National Happiness. The analysis is structured around a comparison of the implementation of four GNH development policies – tourism, media, farm roads and human/wildlife conflict – and their larger implications on power, governance and the human development paradigm in Bhutan and beyond.
