Book excerpt: This paper estimates the size of the informal economy for 32 mainly Latin American and Caribbean countries in the early 2000s. Using a structural equation modeling approach, we find that a stringent tax system and regulatory environment, higher inflation, and dominance of the agriculture sector are key factors in determining the size of the informal economy. The results also confirm that a higher degree of informality reduces labor unionization, the number of contributors to social security schemes, and enrollment rates in education.

Available in PDF, EPUB and Kindle. Book excerpt: A large percentage of workers and firms operate in the informal economy, outside the line of sight of governments in emerging market and developing economies. This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.

Book excerpt: A study of urbanization in five countries—Costa Rica, Haiti, Guatemala, the Dominican Republic, and Jamaica—during the 1980s and 1990s when the region's economy shifted from one heavily dependent on imports to one directed more to producing exports. The Urban Caribbean studies urbanization in five countries—Costa Rica, Haiti, Guatemala, the Dominican Republic, and Jamaica—during the 1980s and 1990s when the region's economy shifted from one heavily dependent on imports to one directed more to producing exports. This shift caused producers and entrepreneurs to rely more on microenterprises, thus challenging the informal economy networks of the central cities. Sociologist Alejandro Portes and the other contributors use rich, in-depth data to examine both qualitative and quantitative changes in these five countries. Their research method allows them to make generalizations applicable to all five economies while retaining the concreteness of the similarities and differences that make each country unique. "This volume is an incentive to other collaborative efforts to chart the paths taken by the countries of Latin America and the Caribbean as they seek to accommodate to the new global political and economic context . . . .The message of the volume is a convincing one. Because of similarities in the trends affecting countries of the region and policy debates, each country can benefit from the experiences of the others. However, the differences in political structure and in the nature of citizenship mean that social and economic policy debates must take into account the national context."—from the Foreword, by Bryan Roberts, University of Texas-Austin

Available in PDF, EPUB and Kindle. Book excerpt: The increasing visibility of individuals engaging in small-scale business enterprises outside formal wage employment has been a topic of debate for many years, in many countries. The Caribbean Community (CARICOM) is no exception. In fact, the informal economy has become a persistent feature of the region's economic landscape and has been thriving, as documented by leading Caribbean scholars. Informal Commercial Importers in CARICOM is the first book to examine the various dimensions of informal commercial importing from an aggregate CARICOM perspective, emphasizing the economic dimensions and providing three empirical surveys of informal commercial importing in Guyana, Dominica and Jamaica. Roger Hosein and Martin Franklin provide a rich survey of the literature on shuttle trading, which aids in contextualizing the range of factors that has given rise to shuttle trading in CARICOM and enabled its longevity. They discuss the possible effects of formalizing the informal trade in CARICOM economies and propose strategies that can aid in this formalization process. While this book is written to appeal to an academic audience, it also provides essential reading for policymakers, research scholars and practitioners alike, and it provides a foundation for further studies of the shuttle trade in a changing Caribbean.

Available in PDF, EPUB and Kindle. Book excerpt: Based on the author’s first hand field research, this book addresses the twin processes of urbanization and globalization as they affect the contemporary Caribbean region. One of the key aims of the book is to focus attention on the fact that contrary to popular perceptions, the Caribbean is highly urbanized. Indeed statistics show that the region is more highly urbanized than the world taken as a whole. In addition, the fact that the Caribbean region has always been affected by processes of globalization, in respect of its economy, polity and society, is central to the text. The chapters cover pressing topics such as urban change and the evolution of mini-metropolitan regions, the importance of the mercantile and plantopolis frameworks, tourism, post modernity and the urban nexus, economic change and the dual processes of global convergence and divergence, and the nature of the relationships existing between the state, the informal sector, housing and environmental conditions. In reality, it is shown that the development of tourism and enclave manufacturing is leading to new forms of urban concentration, and not spatial dispersal.

Book excerpt: The informal, underground or shadow economy is a significant, growing force throughout Latin America and the Caribbean, contributing to overall output, yet diminishing productivity, congesting public services, and depriving developing nations of potential fiscal revenues. This paper discusses the various definitions and methods of measurement of the informal sector, with the aim of showing the importance of collecting taxes in informal economies. Informal economy participants engage in tax evasion and avoidance of governmental regulations, therefore the implications of excessive tax burdens and onerous bureaucracy are studied, with a focus on their impact on GDP growth. Informal sector enterprises can greatly contribute to the official, recorded GDP measures if they have significant incentives to joining the formal sector. These incentives are presented and must be considered seriously by policymakers concerned with capturing additional tax revenues and improving economic growth in their nations.

The book covers interactions between the informal economy, labor and product markets, gender equality, fiscal institutions and outcomes, social protection, and financial inclusion. The COVID-19 pandemic has helped to uncover the vulnerabilities of the informal workforce.
