Book excerpt: This report presents the results of a number of simulations with the Social Policy Simulation Database and Model (SPSD/M) of National Child Benefit (NCB) rules, isolating the impact of these rules on low-income or poverty rates and gaps in Canada. According to the after-tax LICO, now the most widely reported measure of low income or poverty, the national poverty rate for economic families with children - after the provincial clawback of the NCB supplement (NCBS) from social assistance recipients and the provincial re-investment in cash or income-support programs (excluding in-kind programs) are factored in - fell 4.6 per cent between 1996 and 1999 because of the introduction of the NCBS. The drop in the poverty gap was even greater: 8.7 per cent. Under the rules set to be in place by 2004, the decline in the after-tax LICO poverty rate is projected to be 11.8 per cent and that in the poverty gap 18.0 per cent relative to the rate and gap that would have prevailed in the pre-NCBS world. The improvement in the economic well-being of low-income families with children would be even larger if the impact of provincial in-kind programs financed by the NCBS through the social assistance clawback were included.

One channel through which increased income may operate is an improvement in a family's ability to provide food, shelter, clothing, books, and other expenditure-related inputs to a child's development. In addition to this channel, many scholars have investigated the relationship between income and the psychological wellbeing of the family. By reducing stress and conflict, more income helps to foster an environment more conducive to healthy child development. In this paper, we exploit changes in child benefits in Canada to study these questions. Importantly, our approach allows us to make stronger causal inferences than has been possible with the existing, mostly correlational, evidence. Using variation in child benefits across province, time, and family type, we study outcomes spanning test scores, mental health, physical health, and deprivation measures. The findings suggest that child benefit programs in Canada had significant positive effects on test scores, as has been featured in the existing literature. However, we also find that several measures of both child and maternal mental health and well-being show marked improvement with higher child benefits. We find strong and interesting differences in the effects of benefits by sex of the child: benefits have stronger effects on educational outcomes and physical health for boys, and on mental health outcomes for girls. Our findings also provide some support for the hypothesis that income transfers operate through measures of family emotional well-being.

First, income may improve development outcomes if it improves a family's ability to purchase direct inputs into child education and health production such as reading material, educational equipment, and health care. Second, by reducing stress and conflict, additional income helps to foster an environment more conducive to healthy child development, regardless of the nature of specific expenditures. In this paper, we exploit changes in refundable tax benefit income in Canada to study these questions. Importantly, our approach allows us to make stronger causal inferences than has been possible in existing studies. Using variation in child benefits across province, time, and family type, we study expenditure patterns of families receiving child benefits. Our findings suggest that additional income may improve outcomes through both mechanisms: some benefit income is spent on direct education and health inputs, while some is spent on everyday items likely to improve the general conditions children face. Additionally, some families reduce spending on risky behavior items. Spending responses to benefit generosity appear to vary by income.
