In contrast with most previous studies, this paper focuses on the spillover effects of FDI taking place through inter-industry linkages and studies the role of absorptive capacity in enhancing the productivity benefits of FDI. Our main findings are: (i) FDI generates strong and positive spillover effects on TFP growth through both backward and forward linkages; (ii) the absorptive capacity in downward stream industries enhances the positive spillover effects of FDI on productivity growth; (iii) research and development (R&D) stocks and the wage share of high-skilled workers are positively correlated with productivity growth across industries; and (iv) imports raises productivity growth in R&D-intensive industries.

Book excerpt: Canada and the US are highly integrated economies and yet persistent productivity gaps exist between them. This raises the question whether there is a relationship in productivity between Canada and the US, and if so, what industry-specific characteristics are important. This dissertation focuses on the manufacturing sector and its component three-digit industries. The first chapter investigates the interdependence of labour productivity (LP) between the two countries. It finds no evidence of long-run convergence of US and Canadian LP. There is, however, some evidence of short-run dependence within industries. Regarding industry characteristics, only industry-specific export intensity is found to be an important channel for the long-run productivity transmission.The second chapter develops measures of total factor productivity (TFP) that are comparable across Canada and the US. The third chapter investigates the interdependence of TFP between the countries. As with LP, there is no evidence of long-run convergence. In both the short and long run, the dependence of Canadian manufacturing industries upon their US counterparts is limited and non-uniform. The fourth chapter examines industry-specific characteristics. Export, import and foreign direct investment (FDI) intensities are found to be important channels in the short run for technology diffusion from the US. Surprisingly, a higher research and development intensity reduces short-run technology diffusion. In the long run, export and FDI intensities are shown to contribute to technology diffusion.

Book excerpt: "The paper examines the role of multinationals and reallocation in productivity growth in the Canadian manufacturing sector for the period from 2001 to 2010, a period of significant change in this sector. It finds that foreign-controlled enterprises were more important than domestically controlled enterprises in overall labour productivity growth for this period, but that their contribution declined after 2006 because of an increase in the exits of large and productive foreign-controlled firms in that period. Restructuring in the manufacturing sector intensified after 2006. During that period, there was an increase in reallocation toward enterprises that are more productive, as well as an increase in reallocation of labour toward industries that are more capital and intermediate input intensive. The effect of new enterprises displacing exiters also increased after 2006, mostly because of the increased effect of domestic entrants displacing exiters, while the effect of foreign entry and exit declined. Offsetting the positive effects of reallocation on labour productivity growth is the effect of reallocation of labour toward the firms with lower relative capital and intermediate intensities within the same industries, which contributed negatively to aggregate input deepening and aggregate labour productivity growth. Overall, the paper finds that the decline in labour productivity growth after 2006 was mostly due to a decline in labour productivity growth within domestically controlled enterprises. There were some sizeable reallocation effects, such as the negative effect of the exit of large and productive foreign-controlled enterprises, but this was offset by aspects of reallocation that had a positive impact on productivity growth."--Abstract.
