Book excerpt: Over the past two decades, the number and types of after-school programs (ASPs) have increased substantially as a result of increased federal and private spending and because ASPs are perceived to provide wide-ranging and far-reaching benefits to students, families, schools and the public. The purpose of this systematic review and meta-analysis is to synthesize the available evidence on the effects of after-school programs with at-risk primary and secondary students on school attendance and externalizing behavior outcomes. The specific questions guiding this review were: (1) What are the effects of ASPs on school attendance with at-risk students who attend an ASP compared to at-risk students who do not attend an ASP?; (2) What are the effects of ASPs on externalizing behavioral outcomes with at-risk students who attend an ASP compared to at-risk students who do not attend an ASP?; and (3) Are there study, participant or program characteristics that moderate effects of ASPs? Studies included in this review were conducted in any setting that housed an ASP (e.g., school, community organization, church). Due to significant differences in educational systems around the world, this review was limited to studies conducted in the United States, Canada, United Kingdom, Ireland, and Australia. Systematic review methodology, following the Campbell Collaboration procedures and guidelines (Campbell Collaboration, 2014), was used for all aspects of the search, retrieval, selection, and coding of published and unpublished studies meeting study inclusion criteria. Meta-analysis was used to quantitatively synthesize results across studies. Twenty-four studies reported in 31 reports were included in the review. ASPs receive overwhelming positive support and significant resources; however, the overall lack of rigorous studies assessing effects of ASPs and the lack of significant effects of ASPs on attendance and externalizing behaviors found in this review, along with discrepant findings of prior reviews, provide some impetus for us to reconsider the purpose of ASPs and the way ASPs are designed and implemented. For school attendance, the evidence from this review converges with prior quantitative and narrative reviews. Simply, ASPs have not demonstrated significant effects on school attendance. Tables and figures are appended.

Findings concluded, there was a positive impact on student achievement in afterschool programs. The results of this study revealed that afterschool participation can foster social-emotional growth in students.

The No Child Left Behind Act of 2001 was created and implemented to assist all students becoming proficient in reading and mathematics by 2014. One strategy many school districts implemented includes an after-school program. One school district in Mississippi operated an after-school program to help increase the academic achievement of 7th and 8th grade students scoring minimal and basic on the MCT2. The purpose of this study was to examine the effect of regular participation in an after-school program on indicators of student academic achievement. The dependent variables for this study consisted of (a) math grade point averages, (b) reading grade point averages, (c) language arts grade point averages, (d) MCT2 math scores, (e) MCT2 language arts scores, (f) number of absences, and (g) number of discipline referrals. The independent variable for this study was program participation, which had two levels. One level was program attendance for at least 40 days and the other level was program attendance for less than 40 days. In this study, 7 hypotheses were tested by comparing the measures of the dependent variables for the two levels of the dependent variables. Analysis of Covariance (ANCOVA) was used to test the 7 hypotheses. The results of the ANCOVAs failed to detect any statistically significant differences in the dependent variables between the students who attended the after-school program for at least 40 days and students who did not attend the after-school program for 40 days. However, there were differences in the measures between the two groups. Not only did the regular attendees have lower averages in absenteeism and discipline referrals, they also had higher averages in mathematics (both GPA and MCT2), reading GPA, and language arts GPA. The only measure where the non-regular attendees demonstrated better performance was on the language arts MCT2. The recommendations for future research are as follows: implementation of adequate professional development for after-school program teachers, a research based reading program to assess student achievement, and a longitudinal study on after-school programs.

Book excerpt: Since the enactment of the No Child Left Behind Act of 2001, students who failed to demonstrate proficiency on state assessments were identified and targeted in order to receive interventions to assist in increasing their academic achievement. For many students, time during the regular school day simply could not be provided for the attention or time on-task necessary to meet their needs. As a result, many school districts and schools implemented after-school and tutoring programs to target those students who failed to demonstrate proficiency. Louisville Municipal School District (LMSD) operated an after-school program to help increase the academic achievement of 5th through 8th grade students in reading/language and mathematics on the MCT2. The purpose of this study was to (a) explore the impact the after-school program's strategic components (leadership, activities, and partnerships) had on student achievement, and (b) determine if the after-school program had a positive effect on academic outcomes in the areas of reading/language and mathematics. A mixed method research design was used to conduct the study. A narrative approach was used to provide a response to the first research question. The Chi-squared test of independence was used as the primary means of analysis for the second and third research questions to determine if relationship existed between participation in the after-school program and academic achievement. The results from the research study show that strategic components of an after-school program had a positive impact on student achievement. Emerging themes were identified for each strategic component: leadership, activities, and partnerships. Participation in the after-school program proved to be a good predictor of student achievement on MCT2, with statistically significant Chi-squared results for reading/language. The recommendations for future research are as follows: (a) further research to improve reading/language and mathematics skills among the nation's students, (b) longitudinal studies to determine long term effects on students attending after-school programs multiple years, (c) study of effects of after-school programs on other grade levels, and (d) including outcomes of other variables such as after-school participation on school attendance, behavior, and classroom grades.

Book excerpt: Author's abstract: The purpose of this study was to determine the impact of after school learning centers in a rural school district in South Carolina on Measures of Academic Progress achievement scores for low achieving African American elementary students. The researcher collected and analyzed Palmetto Achievement Challenge Test data administered in the Spring of 2008 from the state database and identified 419 African American low achieving fourth and fifth grade students for the study. The Educational Accountability Act of South Carolina requires that schools develop individual academic plans and provide remediation for students in grades three through eight who score Below Basic on the state mandated test. After school programs are one avenue by which these needs are being met. Students were categorized into three groups: students attending after school programs with an academic focus; students attending after school programs with academics plus a recreational component; and students not participating in an after school program. Grade percentile ranking scores were collected from the local school database for Cognitive Abilities Test Composite score and Measures of Academic Progress Reading and Math Fall 2008 and Spring 2009 test administration. Students' names were used only during the database query and sorting process. After sorting, names were removed and replaced with random identification numbers to protect student anonymity. The results showed that the cognitive abilities scores were significantly related to the Measures of Academic Progress Reading scores but after controlling for cognitive abilities there were no significant differences among the three student groupings found in the reading achievement. There were significant differences among the three student groupings found on the math achievement; however, the cognitive abilities scores were not significantly related to the Measures of Academic Progress Math scores. Implications include a need for examining the after school programs to determine what changes could be made in the reading program to make a positive impact on student achievement. Additionally, more research and data collection could help school administrators be better informed of their after school programs and assist in better serving children in their schools.
