Book excerpt: The SELEVER study is a five-year impact evaluation designed to address key knowledge gaps on the impact of a poultry value chain intervention on the diets, health, and nutritional status of women and children in Burkina Faso. This report uses qualitative methods to examine gendered participation in poultry value chains, the gendered opportunities and barriers experienced in poultry value chains, and the SELEVER program’s impact on these factors. A previous report (Eissler et al., 2020) based on the same fieldwork covered questions relating to local understandings of empowerment and dynamics of household food production and allocation. Six villages across five provinces were purposively selected for this study. Data were collected using multiple qualitative methods. In each village, we conducted four sex-disaggregated focus group discussions and semi-structured individual interviews with a man and a woman from two different households. Sex-disaggregated seasonal calendars were created for half of the villages. Interviews were also conducted with project service providers in each community, including group leaders (n=13), voluntary vaccinators (n=10), and poultry traders (n=6). A mix of inductive and deductive coding guided the thematic analysis of the data. The results indicate that while women in the study areas do engage in agricultural labor and various income-generating activities, they must prioritize their domestic responsibilities. Men are primarily responsible for providing staple food ingredients (e.g. grains or meat) for household consumption and earning the primary income, which often requires them to engage in seasonal migration. Men are increasingly aware of women’s time and unpaid labor burdens, and have started sharing in these tasks, a shift in which participants attribute to SELEVER. Additionally, we find that SELEVER has increased women’s capacity and opportunity to engage in poultry value chain activities while reducing barriers to their participation. SELEVER has trained selected women to practice as Village Volunteer Vaccinators (VVVs), which has enabled them to earn additional income. Notably, SELEVER has been effective in challenging and facilitating changing perceptions on traditional gender norms, such that men are increasingly supportive of their wives to engage in income-generating activities or activities outside of the household. Results highlight the importance of SELEVER’s engagement with men, as women’s ability to participate in activities outside of traditional gendered boundaries relies on their husbands’ permission. Without it, a woman cannot raise poultry, cultivate her own crops, practice as a VVV, or participate in women’s associations or income-generating activities. Despite evidence of success, barriers to women’s full participation persist. A lack of sufficient financial capital and autonomy in decision making limit women’s ability to improve upon and manage their poultry endeavors. A lack of financial capacity and time, limited freedom of movement, and restricting social norms further limit women’s ability to practice as service providers in the value chain. SELEVER can continue to address challenging social norms and focus on these more nuanced barriers women face in increasing their capacity for participation.

SELEVER was a gender- and nutrition-sensitive poultry production intervention implemented in western Burkina Faso from 2017 to 2020 that aimed to empower women. We evaluated SELEVER using a mixed-methods cluster-randomized controlled trial, which included survey data from 1763 households at baseline and endline and a sub-sample for two interim lean season surveys. We used the multidimensional project-level Women’s Empowerment in Agriculture Index (pro-WEAI), which consists of 12 binary indicators, underlying count versions of 10 of these, an aggregate empowerment score (continuous) and a binary aggregate empowerment indicator, all for women and men. Women’s and men’s scores were compared to assess gender parity. We also assessed impacts on health and nutrition agency using the pro-WEAI health and nutrition module. We estimated program impact using analysis of covariance (ANCOVA) models and examined whether there were differential impacts by flock size or among those who participated in program activities. Program impacts on empowerment and gender parity were null, despite the program’s careful approach to developing a gender-sensitive intervention. Meanwhile, results of the in-depth gender-focused qualitative work conducted near the project mid-point found there was greater awareness in the community of women’s time burden and their economic contributions, but it did not seem that awareness led to increased empowerment of women. We reflect on possible explanations for the null findings. One notable explanation may be the lack of a productive asset transfer, which have previously been shown to be essential, but not sufficient, for the empowerment of women in agricultural development programs. We consider these findings in light of current debates on asset transfers. Unfortunately, null impacts on women’s empowerment are not uncommon, and it is important to learn from such findings to strengthen future program design and delivery.

To redress this disconnect, a number of interventions have been implemented to improve household production of poultry products, as well as caregiver awareness of the nutritional benefits of eggs and other animal-sourced foods. However, very few of these interventions have tried to leverage food markets to improve nutrition, even though most rural people predominantly rely on markets for the majority of their non-staple food consumption. This study was implemented to better understand the constraints to purchasing eggs for consumption by young children in rural Ethiopia, with a view to informing the design of marketoriented interventions that might cost-effectively increase children’s egg consumption. To do so we analyzed secondary datasets on poultry ownership, household and child egg consumption, and retail egg prices to understand egg markets and the egg value chain in Tigray. Similar to other contexts in sub-Saharan Africa, we find that two-thirds of households own poultry, though only onequarter of young children consumed eggs in the past 24 hours. Although markets in Tigray are well integrated – likely because of the important role of egg aggregators – egg prices remain high. A modest consumption level of 2.5 eggs per person per week would cost around 10 percent of the total budget of households in the poorest quintile of households, even though eggs are more affordable than other animal-sourced foods. We find that egg consumption among young children is not constrained by fasting associated with Orthodox Christianity. High prices are likely the main constraint and are a function of low levels of intensification in egg production, which is dominated by backyard poultry systems characterized by high mortality rates and low productivity.

In 2016, Bill Gates promoted investment in chickens as a development strategy that would meaningfully increase incomes for poor women.1 In response, Chris Blattman suggested that large cash grants of the kind provided by Give Directly (Haushofer and Shapiro 2016) may be more effective at enhancing outcomes, given heterogeneity in households’ needs and capacity to raise chickens.2 This learning brief reports on evidence from an ongoing impact evaluation of a complementary program to Ethiopia’s Productive Safety Net Program, Phase 4 (PSNP4), called SPIR (Strengthen PSNP4 Institutions and Resilience) in rural Ethiopia, in which a cross-randomization of interventions providing poultry and cash transfers allows us to generate evidence highly relevant to this debate. The SPIR Development Food Security Activity (DFSA) in Ethiopia is a five-year program (2016–2021) supporting implementation of the PSNP4 as well as complementary livelihood, nutrition, gender, and natural resource management activities intended to strengthen the program and expand its impacts. Under funding from USAID’s Office of Food for Peace (FFP) and in close collaboration with the Government of Ethiopia, World Vision leads implementation of the SPIR DFSA in partnership with the Organization for Rehabilitation and Development in Amhara (ORDA) and CARE. SPIR DFSA targets more than 500,000 PNSP clients in 15 of the most vulnerable woredas in Amhara and Oromia regions of Ethiopia. SPIR DFSA also incorporates a substantial learning agenda intended to use evidence to improve the design of the DFSA, provide feedback to strengthen its delivery, and draw lessons both for local gov-ernment and other national and international stakeholders. World Vision, ORDA, and CARE provide guidance on the implementation of the learning agenda. IFPRI leads the planning and execution of the learning agenda activities. This learning brief reports midline effects of two specific dimensions of SPIR programming, a poultry package and a one-time cash transfer randomized to women in particularly poor households, on a set of livelihood outcomes measured in the midline survey conducted between July and October 2019.

The landlocked status of the country, coupled with increasing demand for poultry in urban areas implies an opportunity for significant, pro-poor growth through this sector. We use data from a survey of 1800 poultry producers to characterize smallholder poultry producers and their practices. We find that 88% of households in program areas raised poultry. While access to vaccination services and veterinary medicines at the village level is high, uptake of these services is limited, especially among smaller producers. Fewer women than men own poultry, but most women report that they control the proceeds from sales of their own birds, indicating the potential for development of the poultry sector to generate relatively equitable gains in terms of gender. Access to credit appears to increase women's poultry ownership, but remains limited, as does women's access to poultry output markets.

Animal source foods (ASF) can improve children's dietary quality, micronutrient intake, and nutrition outcomes, but ASF are often inaccessible and unaffordable for the most vulnerable children. Livestock interventions can increase the accessibility of ASF in remote, low-income communities, but evidence that they effectively improve child nutrition remains inconclusive. We therefore aimed to examine the association between household livestock ownership and child nutrition outcomes and evaluate the impact of two targeted poultry interventions in rural communities in the Luangwa Valley, Zambia. First, we utilized multiple data sources to assess the impact of interventions addressing health and management constraints in the existing “village chicken” production system. Our analyses revealed that the interventions resulted in improved flock sizes and profits, but had no impact on household consumption of chickens or eggs, because farmers preferred to sell chickens. Then, in a large cross-sectional survey, we similarly found that owning livestock managed in traditional systems was not associated with improved dietary or nutrition outcomes among children. Building off these studies, we implemented a novel, market-based intervention supporting egg production centers (EPCs) in 24 communities. Using mixed methods, we found that, despite programmatic challenges, the EPCs could be adequately productive and profitable, widely acceptable to participants, and practical to implement in most rural communities in the Luangwa Valley. Finally, in an impact evaluation, we found that the EPC program successfully increased the acquisition and consumption of eggs by households, women, and young children in participating communities. In this dissertation, we took a comprehensive and stepwise approach, utilizing conceptual frameworks and program impact pathways to identify and test underlying assumptions and intermediate outcomes on the hypothesized pathway from livestock to child nutrition. We suggest that the novel EPC program could function as one component of an integrated nutrition intervention to enhance access to, and consumption of, high-quality ASF in vulnerable households. Our results contribute to the growing evidence that livestock can enhance child nutrition and point to a new approach for livestock interventions and evaluations that focuses on impact at the community-level.

Book excerpt: A growing number of governments, donor agencies, and development organizations are committed to supporting nutrition-sensitive agriculture (NSA) to achieve their development goals. Although consensus exists on pathways through which agriculture may influence nutrition-related outcomes, empirical evidence on agriculture’s contribution to nutrition and how it can be enhanced is still weak. This paper reviews recent empirical evidence (since 2014), including findings from impact evaluations of a variety of NSA programs using experimental designs as well as observational studies that document linkages between agriculture, women’s empowerment, and nutrition. It summarizes existing knowledge regarding not only impacts but also pathways, mechanisms, and contextual factors that affect where and how agriculture may improve nutrition outcomes. The paper concludes with reflections on implications for agricultural programs, policies, and investments, and highlights future research priorities.
