Book excerpt: Since the 1980s HIV/AIDS has occupied a singular position because of the rapidly emergent threat and devastation the disease has caused, particularly in sub-Saharan Africa. New infections continue to create a formidable challenge to households, communities, and health systems: last year alone, 2.7 million new infections occurred globally. Sub-Saharan Africa remains the epicenter of the suffering, with around two-thirds of infected individuals worldwide found there, and a disproportionate number of deaths and new infections. For years there have been widespread and concerted efforts to prevent the spread of HIV/AIDS, identify a cure, and understand and mitigate the deleterious social and economic ramifications of the disease. Despite these efforts, and some apparent successes, there is still a long way to go in terms of altering behaviors in order to realize the objective of dramatic reductions in the spread of HIV/AIDS in Africa. The authors in this volume examine the HIV/AIDS crisis in Africa, which persists despite major strides in averting deaths due to antiretroviral therapy. They tell an important story of the distinct nature of the disease and its socioeconomic implications.

The book is unique in presenting micro-level information collected by original empirical research in a range of African countries, and showing how well-grounded conclusions on trends, impacts and local responses can be applied to the design of HIV-responsive policies and programmes. Book excerpt: In all of the major challenges facing the world currently, whether it be climate change, terrorism and conflict, or urbanization and demographic change, no progress is possible without the alleviation of poverty. New approaches in development economics have in recent years started from the premise that we cannot successfully deal with poverty unless we also deal with vulnerability—but not only vulnerability to income poverty but also vulnerability to various others hazards—such as climate, conflict, macroeconomic shocks and natural disasters. This book provide insights into new approaches in conceptualising and measuring vulnerability. It includes chapters dealing with advanced issues such as the compilation of economic vulnerability indices (EVIs) on a macro-level, of conceptualizing and measuring local vulnerability across regions in a country, and of measuring the flip-side of vulnerability, namely resilience. The book also explores the sensitivities of the various measurements of vulnerability to vulnerability lines, poverty lines, and permanent income, with consideration to some of the most vulnerable groups in developing countries. Overall, the contributions in the book consolidate new approaches as far as the concept and measurement of vulnerability on different levels and outcomes are concerned, and note directions for future research. RENEWAL is a network of networks comprised of national networks of food and nutrition-relevant organizations, along with partners in AIDS and public health practitioners. Its overarching goal is to provide evidence-based research on the linkages between HIV, food security, and nutrition in Sub-Saharan Africa that would inform responses to prevent or mitigate the impact and consequences of AIDS. RENEWALs three main objectives are: (1) to reduce critical gaps in understanding how livelihoods, particularly those deriving from agriculture, both contribute to the spread of HIV and are affected by HIV and AIDS; (2) to generate new policy-relevant knowledge on how households and communities may strengthen both their resistance to HIV transmission and their resilience to the impacts of AIDS; and (3) to enable relevant institutions (particularly governments) to generate and act upon realistic priorities for responding to the interaction of the AIDS epidemic with food and nutrition insecurity. RENEWALs strategic approach to achieving these goals involved the three core pillars of capacity strengthening, policy communications, and action research, and the synergies resulting from their interactions. This report assesses the impact of RENEWAL activities from 2000 to 2010 and is based on a review of products resulting from RENEWAL activities (such as books, policy briefs, workshop summaries, reports, and discussion papers), stakeholder perceptions of RENEWAL products and activities, and national policy or programming changes resulting from RENEWAL-supported action research, capacity strengthening efforts, and policy communications.
