Mexican oil and workers provide cheap and reliable energy for the United States, while US petro dollars and agricultural jobs supply much-needed income for the Mexican economy. Mexico’s economic dependence on the United States is well-known, but The Politics of Dependency makes a compelling case that the United States is also economically dependent on Mexico. Expanding dependency theory beyond the traditional premise that weak countries are dominated by powerful ones, Martha Menchaca investigates how the United States and Mexico have developed an asymmetrical codependency that disproportionally benefits the United States. In particular, she analyzes how US foreign policy was designed to enable the US government to help shape the development of Mexico’s oil industry, as well as how migration from Mexico to the United States has been regulated by the US Congress to ensure that American farmers have sufficient labor. This unprecedented dual study of energy sectors that are usually examined in isolation reveals the extent to which the United States has become economically dependent on Mexico, even as it remains the dominant partner in the relationship. It also exposes the long-term effects of the agricultural policies of NAFTA, which led to the unemployment of millions of agricultural workers in Mexico, a large percentage of whom relocated to the United States.

This twofold household reproduction strategy, according to both Marxist and neoclassical approaches to development, should have disappeared from the global economy as labor was transformed into a producer as well as a consumer of capitalist commodities. But in fact, during the twentieth century, only the United States and Britain seem to have approximated this predicted scenario. Tens of millions of households in contemporary Asia, Africa, and Latin America and millions more in industrialized capitalist economies support themselves through petty commodity production alone or in combination with petty industry wage labor. Obliging Need provides a detailed and comprehensive analysis of small-scale peasant and artisan enterprise in the Oaxaca Valley of Mexico. The authors show how commodity production is organized and operates in different craft industries, as well as the ways in which it combines with other activities such as household chores, agriculture, wage labor, and petty commerce. They demonstrate how—contrary to developmentalist dogma—small-scale capitalism develops from within Mexico's rural economy. These findings will be important for everyone concerned with improving the lives and economic opportunities of countryfolk in the Third World. As the authors make clear, political mobilization in rural Mexico will succeed only as it addresses the direct producers' multiple needs for land, credit, more jobs, health insurance, and, most importantly, more equitable remuneration for their labor and greater rewards for their enterprise.

But debt is also reduced through financial repression, a tax on bondholders and savers via negative or belowmarket real interest rates. After WWII, capital controls and regulatory restrictions created a captive audience for government debt, limiting tax-base erosion. Financial repression is most successful in liquidating debt when accompanied by inflation. For the advanced economies, real interest rates were negative 1⁄2 of the time during 1945–1980. Average annual interest expense savings for a 12—country sample range from about 1 to 5 percent of GDP for the full 1945–1980 period. We suggest that, once again, financial repression may be part of the toolkit deployed to cope with the most recent surge in public debt in advanced economies.

Book excerpt: Despite dramatic increases in poverty, unemployment, and social inequalities, the Central and Eastern European transitions from communism to market democracy in the 1990s have been remarkably peaceful. This book proposes a new explanation for this unexpected political quiescence. It shows how reforming governments in Poland, Hungary and the Czech Republic have been able to prevent massive waves of strikes and protests by the strategic use of welfare state programs such as pensions and unemployment benefits. Divide and Pacify explains how social policies were used to prevent massive job losses with softening labor market policies, or to split up highly aggrieved groups of workers in precarious jobs by sending some of them onto unemployment benefits and many others onto early retirement and disability pensions. From a narrow economic viewpoint, these policies often appeared to be immensely costly or irresponsibly populist. Yet a more inclusive social-scientific perspective can shed new light on these seemingly irrational policies by pointing to deeper political motives and wider sociological consequences. Divide and Pacify contains a provocative thesis about the manner in which political strategy was used to consolidate democracy in post-communist Hungary, Poland, and the Czech Republic. Pieter Vanhuysse develops a tight argument emphasizing the strategic use of welfare and unemployment compensation policies by a government to nip potential collective action against it in the bud. By breaking up social networks that might otherwise facilitate protest, through unemployment and induced early retirement, governments were able to survive otherwise difficult economic circumstances. This novel argument linking economics, politics, sociology, and demography should stimulate wide-ranging debate about the strategic uses of social policy.

Between the 1970s and the 2000s, during times of peace and prosperity, affluent countries—like Belgium, Greece, Italy, and Japan—accumulated so much debt that they became vulnerable and exposed themselves to the risk of default. In the past three decades, an extensive scholarly consensus emerged that these problems were created by fiscal indiscipline, the lack of sufficient concern for budgetary constraints from policy makers as they try to please voters. This approach formed the foundation for the fiscal surveillance system that attempted to bring borrowing in European countries under control via a set of fiscal rules. In the Red demonstrates that the problem of sustained, large-scale debt accumulation is an adjustment issue rather than a governance failure. Irrespective of whether the original impetus for borrowing arose from exogenous changes or irresponsible decision making, policy makers invariably initiate spending cuts and/or tax increases when debt grows at an alarming rate for several years in a row. Zsófia Barta argues that explaining why some countries accumulate substantial amounts of debt for decades hinges on understanding the conditions required to allow policy makers to successfully put into place painful adjustment measures.
