In fact the Housing problem in the villages is no whit less serious; but the village hovel does not, from its very charm and quaintness, shock the sense of humanity as does the urban slum. Thus, whilst the ever apparent danger has frightened the Legislature to effective action in the towns, the hidden but no less serious evil has been allowed to grow apace in the villages. The better housing of the rural labourers has been already too long delayed. The evil condi tions that exist, together with the dearth of cottages throughout the countryside, are sapping the very life-blood of the nation. The young people are driven away from'the villages of their birth, for they cannot marry and make for themselves a home. They go to the great cities and to the towns, or to the Colonies beyond the seas; year by year, the countryside has been denuded of those it can least afford to spare; the land is mourning her best sons and daughters; the whole nation is suffering from the drain. At last men are beginning to realize that these conditions are a national danger, and a menace to the future of the State. The man in the street is making up his mind that they must not be permitted to endure. At such a time - when every drop in the ocean of thought which makes for conviction, and every grain in the balance of opinion which makes for action, will be of worth in the search for a solution - any little knowledge possessed, or experience gained, must be thrown into the ocean or placed upon the balance. Many years spent in the life of a village, sights there seen, experience there gained, have enabled me to realize conditions and to estimate results, which are not apparent to others who have not lived the life. The A B C of the Housing and Town Planning Act which precedes the text of the Act itself will be found convenient for purposes of reference, and the table of previous Acts of Parliament at the end of the book will be useful for bringing up-to-date the text of Acts contained in the two previous volumes. As for the Act itself, it will be well for housing reformers not to expect too much from it in its present form. Many clauses, which on the face of things appear to give very valuable powers, were robbed Of much of their effectiveness after passing the committee stage of the House Of Commons. In practice they will be sadly lacking in effectiveness. The National Housing Reform Council, backed by special representative Conferences of the Local Authorities, will strive in the future as in the past to give the fullest possible encouragement to the use of these powers. They will, however, also work strenuously for such amendments at an early date as will make it possible, first, to bring home to the public the real nature and extent of existing housing evils, and in the next place to secure for municipalities not only full powers for dealing with these evils, but also such facilities in respect Of cheap land, cheap money, and reduced burdens on dwelling houses as will enable the very poor to be housed in a cheaper and more satisfactory manner. The only definition we have been able to find, outside the dictionaries, is the following: A lodging-house shall be taken to mean and include any house or building or portion thereof in which persons are harbored, or received, or lodged for hire, for a single night or for less than a week at one time, or any part of which is let for any person to sleep in for any term less than a week. 2 This is the definition given in the original New York tenement-house law of 1867 (chap. 908, sec. And it has been continued through all the subsequent acts with out change. It excludes the rooming-house, where the ordinary rental period is a week or a month, but which is commonly called a lodging-house, and in some cities is never called anything else.
