Book excerpt: This book provides a political and cultural exploration of the Pusan International Film Festival in South Korea since its inception in 1996. By paying a particular attention to the organizers' use of an Asian regionalization strategy, SooJeong Ahn reveals how the festival staked out a unique and influential position within a rapidly changing global landscape. Very little primary empirical research has been conducted to date on non-Western film festivals, though PIFF and Tokyo and Hong Kong have swiftly grown more exciting and influential as testing grounds for global cinema innovations. The initiation, development and growth of PIFF should be understood as resulting from productive tensions in the festival's efforts to serve local, regional and national constituencies. The book also reflects the complexities of rapid transformation in the South Korean film industry as it has reached out to the global market since the late 1990s. SooJeong Ahn worked for the Pusan International Film Festival between 1998 and 2002 and has completed a Ph.D. on film festivals at the University of Nottingham. Her recent publications include "Re-imagining the Past: Programming South Korean Retrospectives at PIFF," in Film International (Vol. 6, 2008), "Placing South Korean Cinema into Pusan International Film Festival: Programming Strategy in the Global/Local Context," in What a Difference a Region Makes: Cultural Studies and Cultural Industries in North-East Asia (2009); "Re-mapping Asian Cinema: The Tenth Anniversary of PIFF in 2005" in Cinemas, Identities and Beyond (2010).

To Jing Jing Chang, the screening of movies in postwar Hong Kong was a process of showing the filmmakers’ visions for Hong Kong society and simultaneously an attempt to conceal their anxieties and mask their political agenda. It was a time when the city was a site of intense ideological struggles among the colonial government, Chinese Nationalists, and Communist sympathizers. The medium of film was recognized as a powerful tool for public persuasion and various camps competed to win over the hearts and minds of the audience. Screening Communities thus situates the history of postwar Hong Kong cinema at the intersection of Cold War politics, Chinese culture, and local society. Focusing on the genres of official documentary film, leftist family melodrama (lunlipian), and youth film, this study examines the triangulated relationship of colonial interventions in Hong Kong film culture, the rise of left-leaning Cantonese directors as new cultural elites, and the positioning of audiences as contributors to the colony’s journey toward industrial modernity. Filmmakers are shown having to constantly negotiate changing sociopolitical conditions: the Hong Kong government presenting itself as a collaborative ruling body, moral and didactic messages being adapted for commercial releases, and women becoming recognized as a driving force behind Hong Kong’s postwar industrial success. In putting forward a historical narrative that privileges the poetics and politics of shaping a local community through a continuous screening process, Screening Communities offers a new interpretation of the development of Hong Kong cinema—one that breaks away from the usual accounts of the “rise and fall” of the industry. “Despite the voluminous literature on Hong Kong cinema, Screening Communities doesn’t just fill in gaps; it positively seals up a number of fissures. Hong Kong had long functioned as the capitalist and democratic stepping stone to China for much of the world. Its highly original popular culture was well known in Chinese communities, and its renowned film industry enjoyed worldwide audiences and far-reaching artistic influence. Chu argues that Hong Kong's culture was "lost in transition" when it tried to affirm its international visibility and retain the status quo after 1997. In an era when China welcomed outsiders and became the world's most rapidly developing economy, Hong Kong's special position as a capitalist outpost was no longer a privilege. By drawing on various cultural discourses, such as film, popular music, and politics of everyday life, Chu provides an informative and critical analysis of the impact of China's ascendency on the notion of "One Country, Two Cultures." Hong Kong can no longer function as a bridge between China and the world, writes Chu, and must now define itself from global, local, and national perspectives.
