Book excerpt: Excerpt from A History of European Diplomacy 1815-1914 Now that foreign affairs are, as Disraeli said, merely Britain's domestic affairs in foreign parts, it is the duty of every citizen to know about them and to reflect upon them. Things apparently remote from foreign policy must be regarded in the light of our external relations as well as of our internal situation. And it is not merely the relations of Britain to other countries that the British citizen must know about he must understand the dealings of the other states of Europe and of the world with each other for the affairs of all the nations are so interwoven that no nation, and no part of any nation, can for a moment live unto itself. Book excerpt: Excerpt from America and European Diplomacy to 1648 The activities of Ango's captains were directed not only against their Portuguese friends but also against their Spanish enemies. The sensational capture made by one of them of a part of Monte zama's treasure has already been referred to. In 1523 and 1525 the Cortes of Castile complained of the frequent and intolerable depre dations committed by the French at sea, and their feeling appears to be reflected in the treaty Of Madrid in 1526. The question Of admitting the French to the American trade seems to have been discussed in the negotiations for the franco-spanish truce Of 1538, as it certainly was in connection with the treaty Of 1544. In 1541 the Emperor had been greatly disturbed by Cartier's plan to colonize in Canada. Despairing of keeping the French altogether away from the new world, Charles V was willing to come to terms with them. Available in PDF, EPUB and Kindle. Book excerpt: "When the representatives of great powers assembled at the Congress of Vienna in 1815, writes the editor in his introduction, "the quarter of a century of turmoil to which Europe had been subjected created a strong and authentic desire for peace and order. At Vienna the clock was ostensibly set back and the Europe of 1815 may have seemed to the restorers little different from that of pre-1789. Yet it was also felt more than ever desirable that the competition of interests should proceed in orderly fashion: order could best be maintained by the clear assertion of the right and the responsibility of those possessed of power, The Great Powers." This collection documents their efforts to achieve and maintain international stability through the century. The choice of illustration is mainly drawn from treaties, protocols of conferences and officials correspondence. Among the sources are Marten's Recueil des Traites, the British State Papers and Hertslet's The Map of Europe bt Treaty. The Bristish Parliamentary Papers are so frequently referred to. The editor's purpose "has been to enable the reader to obtain an adequate understanding of precisely what the Concert of Europe was, what it achieved and failed to achieve, and how it functioned. Rene Albrecht-Carrie is a professor of history at Barnard College who has also taught at Columbia University's School of International Affairs. He is the author of The Diplomatic History of Europe Since the congress of vienna; France, Europe and the Two World Wars, and Europe Since 1815. The past is often its own best spokesman despite the good intentions of historians. Too commonly, when we come to history second-hand we lose sight of the humanity within past eras, movements and ideas. This series has been conceived as a means of restoring the immediacy the events of history held for their participants. These volumes edited by leading authorities provide the basic primary sources for an understanding of the history as well as some of the traditional chronological blocs. Each volume has substantial editorial commentary, including a fresh, scholarly introduction. Each document is set in its historical context, with elucidations and identifications when necessary. Each document is set in its historical context, with elucidations and identifications when necessary. Each is complete whenever possible, or is given in a substantial excerpt in the most comphehensive university Librarues, and a great deal has never been translated into English before". - Publisher.

Book excerpt: Excerpt from The Eastern Question: An Historical Study in European Diplomacy 'The Eastern Question has by degrees assumed such large proportions that no one can be surprised at the space it occupies in all public discussions whether of the tongue or of the pen.' So Lord Stratford de Redcliffe wrote to The Times on September 9, 1876. His words testified to a notorious fact. The fact has not become less notorious during the forty years since the words were written nor have the proportions assumed by the Eastern Question become less ample. In view of these facts it is the more surprising that English Historical Literature should still lack any systematic and continuous account of the origin and development of the Eastern Question. Monographs exist in plenty on special aspects of the problem, and many general Histories of Europe contain useful chapters on the subject, but I do not know of any book in English which attempts the task which in the present work I have set before myself. The main lines of this book were laid down many years ago; the subject has formed part of my academic teaching; for this purpose my material has been under constant revision, and some of it has been utilized for articles recently contributed to the Edinburgh Review, the Fortnightly Review, and the Nineteenth Century and After. To the proprietors and editors of these Reviews I am indebted for permission to reproduce portions of my articles, but none of them are reprinted in extenso. Elsewhere, in the course of my protracted journey, I have come across traces of my own footsteps, indicating the route of previous historical excursions. Book excerpt: In the unstable international conditions of the post Cold War world, the role of diplomacy has taken on increasing importance with the greater complexity of relationships between international power centres. The Practice of Diplomacy tracks the historical development of diplomatic relations and methods from the earliest period up to their current transformations in the late twentieth century, showing how they have changed to encompass new technological advances and the needs of modern international environments. This coherent and accessible text brings the history of diplomacy fully up to date, exploring altered perspectives and newly emerging practices resulting from United Nations diplomacy and recent political developments in Eastern and central Europe, including the former Yugoslavia.
