In 1904, the indigenous Herero people of German South West Africa (now Namibia) rebelled against their German occupiers. In the following four years, the German army retaliated, killing between 60,000 and 100,000 Herero people, one of the worst atrocities ever. The history of the Herero genocide remains a key issue for many around the world partly because the German policy not to pay reparations for the Namibian genocide contrasts with its long-standing Holocaust reparations policy. The Herero case bears not only on transitional justice issues throughout Africa, but also on legal issues elsewhere in the world where reparations for colonial injustices have been called for. This book explores the events within the context of German South West Africa (GSWA) as the only German colony where settlement was actually attempted. The study contends that the genocide was not the work of one rogue general or the practices of the military, but that it was inexorably propelled by Germany's national goals at the time. The book argues that the Herero genocide was linked to Germany's late entry into the colonial race, which led it frenetically and ruthlessly to acquire multiple colonies all over the world within a very short period, using any means available. Was it genocide? What qualifies it as such and why is this almost forgotten by the majority of people? In German historical science, the colonial history of the country is still a peripheral area. Often this period is referred to as "history of european expansion" or even "comparative oversea's history." Although German colonial efforts cannot be compared to the far-reaching activities of the British Empire, France, Portugal or Spain and although Germany started relatively late with its expansion, this doesn't mean that Germany's colonial period can be played down or be trivialized. In general, the European expansion of the 20th century was not aimed at exploring and friendly cohabitation with local peoples. The plan was rather to crowd them out, enslave them and force them to work for the benefits of the newcomers. According to this, the people in South-West Africa were treated until it amounted to what is referred to as the "first genocide of the 20th century." Under Reich Chancellor Bismarck, the aim of the German Empire regarding its colonies was at first only to constitute a protecting power. This approach was based on the expectation, that the clamorous colonial lobby, which was constituted as the "German Colonial Society" in 1887, would stand up for the development of the new acquired regions. The perception of Africans as subhuman—lacking any kind of civilization, history, or meaningful religion—and the resulting justification for the violence against them is what author Elizabeth R. Baer refers to as the “genocidal gaze,” an attitude that was later perpetuated by the Nazis. In The Genocidal Gaze: From German Southwest Africa to the Third Reich, Baer uses the trope of the gaze to trace linkages between the genocide of the Herero and Nama and that of the victims of the Holocaust. Significantly, Baer also considers the African gaze of resistance returned by the indigenous people and their leaders upon the German imperialists. Baer explores the threads of shared ideology in the Herero and Nama genocide and the Holocaust—concepts such as racial hierarchies, lebensraum (living space), rassenschande (racial shame), and endlösung (final solution) that were deployed by German authorities in 1904 and again in the 1930s and 1940s to justify genocide. She also notes the use of shared methodology—concentration camps, death camps, intentional starvation, rape, indiscriminate killing of women and children—in both instances. While previous scholars have made these links between the Herero and Nama genocide and that of the Holocaust, Baer’s book is the first to examine literary texts that demonstrate this connection. Texts under consideration include the archive of Nama revolutionary Hendrik Witbooi; a colonial novel by German Gustav Frenssen (1906), in which the genocidal gaze conveyed an acceptance of racial annihilation; and three post-Holocaust texts—by German Uwe Timm, Ghanaian Ama Ata Aidoo, and installation artist William Kentridge of South Africa—that critique the genocidal gaze. Baer posits that writing and reading about the gaze is an act of mediation, a power dynamic that calls those who commit genocide to account for their crimes and discloses their malignant convictions. Careful reading of texts and attention to the narrative deployment of the genocidal gaze—or the resistance to it—establishes discursive similarities in books written both during colonialism and in the post-Holocaust era.
