Book excerpt: This white paper sets out the Government's plans to introduce legislation to reform the welfare system by creating a new universal credit. This universal credit will radically simplify the system to make work pay and combat worklessness and poverty. The consultation document (Cm. 7913, ISBN 9780101791328) spelt out the issues and the consultation responses (Cm. 7971, ISBN 9780101797122), publishing simultaneously with this paper, broadly welcomed the proposals that were put forward. Universal credit is an integrated working-age credit that will provide a basic allowance with additional elements for children, disability, housing and caring. It will support people both in and out of work replacing working tax credit, child tax credit, housing benefit, income support, income-based jobseeker's allowance and income related employment and support allowance. The universal credit will improve financial work incentives by ensuring that support reduction is tapered at a consistent and managed rate. It will also be backed up by a strong system of conditionality. As a simpler system managed by one department it will reduce the scope for costly errors and fraud. The universal credit will not replace: contributory jobseeker's allowance & contributory employment and support allowance which will continue aligned to earnings; disability living allowance; child benefit; and bereavement benefits, statutory sick pay, statutory maternity pay, maternity allowance and industrial injuries disablement benefit

Book excerpt: Empirical analysis of two decades of pioneering pension and social security reform in Latin America and the Caribbean shows that much has been achieved, but that critical challenges remain. In tackling this unfinished agenda, a great deal can be learned from the reform experience of countries in the region. 'Keeping the Promise,' produced by the chief economist's office for the Latin America and Caribbean region at the World Bank, evaluates policy reforms in 12 countries, points to successes and shortcomings, and proposes priorities and options for future reform.

Available in PDF, EPUB and Kindle. Book excerpt: The recent global financial crisis has increased the scope of poverty and inequality. The gap between the richest and poorest nations has become wider. National income inequality has also been on the rise. The prospect of a shift in designing and implementing development and welfare policies is strong in this new environment. The neoliberal policies of the Washington Consensus are giving way to development models which look to a more active government role in both economic and social policies. Meanwhile, in the parallel universe of welfare policy a fundamental realignment is already taking place. Faced with the current economic and social challenges, policy communities have turned to a variety of instruments to ensure that growth and social inclusion go together. This book offers a systematic analysis of the growing convergence on these matters in the development and welfare state literatures, utilizing the experiences of a myriad of jurisdictions around the world. Drawing upon the expertise of leading international policymakers, practitioners, and academics in the field, this book critiques the theoretical underpinning of growth and development, examine welfare state perspectives on inclusive growth and social/economic development, and presents lessons learned and best/worst practices from the experiences of developing and developed nations.

Available in PDF, EPUB and Kindle. Book excerpt: This report offers an in-depth overview of the important, and sometimes controversial, issues surrounding social security in a global context: its relationship to employment and development, its extension in terms of personal coverage, and its contribution to gender equality, as well as its financing. Consisting of resolutions and conclusions drawn from the International Labour Conference, 89th Session, 2001, this book contains the report to the conference - prepared for the general discussion on social security and sets out the key topics and priorities for providing and managing social security systems. Global trends in social security expenditure are covered, as the report addresses such pivotal questions as: Is social security facing an ageing crisis? Is it facing a globalization crisis? Has it reached its limits in terms of affordability? The concept of social dialogue, and its part in strengthening and expanding social security, is also discussed and the report considers how family and local solidarity networks, institutions, enterprises, governments and the international community can help enhance the effectiveness of social security.
