Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes recent advances, trends, challenges and potentials of the role of media in disaster risk reduction. Collaboration, co-design and co-delivery with other stakeholders in science technology, private sectors, and civil society are found to be effective in reaching people and communities. The media is considered to be of utmost importance in all phases of disasters, before, during and after, with different types of media having different proactive roles to play in disaster risk reduction. Before disasters, they play essential roles not only in bringing early warning to people but also in enhancing their perception of the need to take action. At during- and post-disaster response recovery phases, community radio and social media are the key. These necessitate a resilient media infrastructure as the core of uninterrupted coverage. Media literacy has become an important issue for several stakeholders, including governments. In addition, more focus is placed on media governance to look at the priorities of disaster risk reduction initiatives within the media. All of these are considered to lead to trust in the media, which further improves people’s disaster response actions based on information from the media, before and during disasters. Covering different aspects of media, this book is a valuable source for students, researchers, academics, policy-makers and development practitioners.

Book excerpt: Over the past years, the view has emerged that Japanese TV is dominated by an infotainment mode of discourse. The book extends this view, detailing and interpreting the cultural, economic, and emotional dimensions of this communication phenomenon from an ethnographic perspective. It examines the complex ways in which infotainment works in an advanced capitalist society. As such, this is more than a book about Japan; it is a work that fits within media ethnography and cultural studies, and appeals to readers interested in the question of how television, at the heart of the global media stream, successfully turns into a persuasive, intimate, and powerful member of a televisual audience-family through carefully engineered televisual discourses, linguistic/non-linguistic component, audiovisual strategies, and economic and cultural elements. Drawing on ethnographic observations in TV stations in two major cities, Sendai and Tokyo, the book reveals several essential components embedded within infotainment discourse. Thus, this book not only provides a panoramic picture of a core phenomenon in Japanese broadcasting since the 2000s but also discusses how both cultural discourses and economic considerations influence contemporary television broadcasting.

Available in PDF, EPUB and Kindle. Book excerpt: New communication technology has transformed the way in which news about key events is communicated. For example, in the immediate aftermath of catastrophic events such as the Mumbai attacks or the Japanese tsunami, partial accounts, accurate and inaccurate facts, rumour and speculation are now very rapidly disseminated across the globe, often ahead of official announcements and formal news reporting. Often in such situations rumours take hold, and continue to characterise events even after a more complete, more accurate picture eventually emerges. This book explores how such rumours are created, disseminated and absorbed in the age of the internet and mobile communications. It includes a wide range of examples and, besides considering the overall processes involved, engages with scholarly debates in the field of media and communication studies.

Book excerpt: The March 11 disaster in 2011, known as the Great East Japan Earthquake and Tsunami, caused extensive damage in various sectors. Through the recovery process, special lessons are being learned and applied in the affected region. This book attempts to draw lessons from different issues and sectors such as policy perspectives (both national and local), the role of international NGOs, fishing industries and other livelihoods, temporary housing, health, heritage, and lesson sharing. The book outlines the need and approach for sharing the lessons with wider communities in developing those lessons. Based on intensive field research, the book also provides some key lessons from community-based recovery in the affected regions of Iwate, Miyagi, and Fukushima prefectures. This book has 13 chapters in two parts. The first part of the book, with seven chapters, provides a set of lessons from diverse sectors. The second part, with six chapters, provides case studies from different areas of Tohoku. Six specific issues are addressed in part 1: the role of international agencies, livelihood (namely, fisheries) recovery, temporary housing, health, heritage, and lesson sharing. Part 2 has six case studies from different areas of the Tohoku region, including Fukushima. The primary target groups for this book are students and researchers in the fields of environment, disaster risk reduction, and recovery studies. The book provides them with a good idea of the current research trends in the field and furnishes basic knowledge about these vital topics. Another target group comprises practitioners and policy makers, who will be able to apply the knowledge collected here to policy and decision-making.

In light of the attention Japanese media content has attracted in recent years, not only in Japan but also overseas, the book examines the media industry that supports such content. Beginning with the traditional terrestrial broadcasting industry, it also covers cable TV, satellite broadcasting, and over-the-top media services (OTT), as well as media policies for film, animation, games and music. The Ministry of Internal Affairs and Communications (MIC), a key media industry regulator in Japan, has been developing broadcasting policies for more than 70 years, and while their traditional policies have not changed in principle, the scope of their business sphere has expanded. For instance, major broadcasting stations in Tokyo, known as key stations, have played an important role in filmmaking with the big four film companies, and have started joint ventures with major OTT, such as Hulu. This book allows readers to gain a comprehensive understanding of the changes in the Japanese media industry in general and the related policies in Japan, while also offering insights into developments in the individual sectors.

Available in PDF, EPUB and Kindle. Book excerpt: This book first provides a comprehensive guideline for future disaster-resistant city planning in large cities in disaster-prone countries such as Japan. It is a compilation of knowledge and know-how obtained through the author’s work in the national government for one and half years in the Earthquake Reconstruction Headquarters, right after the Great Hanshin-Awaji Earthquake on 17 January 1995. The author has carefully examined the various ad hoc measures taken just after the earthquake, which were criticized because they did not work as well as expected. Additionally, he has examined the later revisions in disaster and risk management systems made at the levels of local and national governments through experience in the Hanshin-Awaji Earthquake, to which the author had long been committed. The author argues that the rescue activities, rehabilitation, and reconstruction plans for disaster countermeasures implemented once a disaster has occurred and the city planning established in ordinary times should be extremely tightly connected with each other. City planning that subsumes rescue activities, rehabilitation, and reconstruction plans against what ought to have happened would critically improve the capability of crisis management and, consequently, protect life and property once a disaster has occurred. Such city planning eventually creates disaster-resistant cities. This book assumes readers to be graduate students who study city planning. It is also beneficial for practitioners and policy makers who are in charge of the construction of disaster-resistant cities at the national and local levels of governments, especially in disaster-prone countries.

Available in PDF, EPUB and Kindle. Book excerpt: Japan's Great Hanshin Earthquake of 1995 destroyed the homes, livelihoods, and communities of many elderly people. Some of the most vulnerable survivors spent up to five years in temporary shelters before settling into publicly subsidized apartments or dispersing into the general population. Public scrutiny of the post-earthquake recovery drew attention to the challenges of community generation and the loneliness, isolation, and death experienced by elderly earthquake victims. Bringing together quantitative and qualitative analysis of media discourse, public policy, and ethnographic fieldwork, this book examines the earthquake's long-term effects of temporary shelters and public reconstruction housing for elderly residents. The first study to utilize NVivo qualitative research software in a Japanese research context, this is an original contribution to natural disaster literature, as well as health and welfare policy in societies that, like Japan, are undergoing rapid urbanization and population aging.
