Book excerpt: Excerpt from The Government of the New England States All agree that in a republic like ours there is urgent need that every citizen know something of the government under which he lives, something of its functions, of its history, of the principles underlying it, and, particularly, of his personal relation to it. There is also universal agreement that this study of government and this training for citizenship should form one of the important branches of study in our elementary schools. This is evidenced by the trend of the discussions heard at educational meetings and among citizens generally throughout the country, by the appointment of committees by educational societies to consider courses and methods in the subject, by the organization of civic leagues for the express purpose of promoting civic instruction in our schools, and by the appearance of many elementary text-books designed for use in the grammar schools. Most of these text-books have attempted to cover the United States, and, therefore, in the treatment of all except the federal government, have been obliged to limit themselves to generalities. Those which have dealt with the government of a single State have proved unsatisfactory because of their tendency to leave the pupil with a narrow and imperfect view of his own local and State government. Book excerpt: Excerpt from The Genesis of a New England State (Connecticut) In the new interest which has sprung up of late years in the institutional history Of the United States, it is a little strange that the territorial forms and features, the bodies, of the States themselves are usually left so far out of account. It may be that this neglect has come from their comparative constancy Of outline. It is easy to trace most Of the internal workings Of the State to the town system or its equivalents, and to accept them as a purely natural outgrowth. But it is just as easy to see that the external outline of New York, Illinois, or Texas has, from a very early period, been much the same as at present, and to accept it as artificial, as imposed On the State spirit by some superior power. Book excerpt: Excerpt from The City Government of Boston Teutonic origin, adopted by people who, under similar circum stances, had worked out a practical system Of local self government. Although Boston was not for some years the most populous town in the colony, it was from the beginning the centre of its political and religious life. In the development of its local government it occupied somewhat the same relation to the other towns in the colony that London occupied, between the twelfth and eighteenth centuries, to the large towns of Eng land.1 The rights which the freemen of Boston claimed and exercised in the management Of their local affairs, the legisla tion which they procured from time to time with a view to promote their local interests, formed the precedents for similar action on the part of the freemen in other communities. Book excerpt: Excerpt from The Government of Maine, Its History and Administration This book, begun at Bowdoin College, is finished at Brown University. In writing it I have tried to keep in mind the needs of students in high schools and academies, for whose use it is particularly designed, and to avoid overloading the text with relatively unimportant details. I am under obligations to numerous State and local officials for information and assistance in matters relating to their respective offices; to Mr. Edward W. Wheeler of Brunswick, Maine, for light on some points of legal procedure and the organization of the party system in the State; and to Mr. John A. Morrill, of Auburn, for his kindness in furnishing me with advance sheets of his revision of the laws of Maine. For historical data relating to the educational system of the State I have drawn largely upon the annual reports of Hon. W. W. Stetson, State Superintendent of Public Schools, particularly the report for 1900. The texts of a number of documents in the Appendix are reprinted from my "Select Charters," by permission of The Macmillan Company. Book excerpt: Excerpt from The New England States This Supplement is designed for use during a portion of one of the closing years of the grammar school course, and is based upon the previous books of the Series. The work accords with the Series in its causal treatment of geography and in the full presentation of more important topics. In harmony with the chapter on Industry and Commerce in the First Book on Home Geography, the social and industrial life of New England have been traced through their development from pioneer days, thus making clear the gradual action of geographic controls, and affording a vantage ground of contrast whereby present geographic conditions may be appreciated. This historical treatment of New England industries and the related consideration of all important cities has made it possible to avoid the uninteresting lists of cities and towns with their products, which comprise so large a part of many state supplements. To the same end, the communities of each state are considered collectively in the physiographic districts and industrial groups to which they belong, thus avoiding useless repetition and leaving a series of clear impressions which will abide with the pupil. Book excerpt: Excerpt from The New England States, Vol. 3: Their Constitutional, Judicial, Educational, Commercial, Professional and Industrial History The records and writings of the members of the Maine Historical Society since 1860, and the celebration of the laying of the cornerstone of Fort Popham in 1862, have brought the Popham colony into much greater prominence than ever before and led to a long and somewhat heated controversy, unfortunately tinged with theo logical coloring, between Maine and English church writers on the one side and Massachusetts and Presbyterian writers on the other, as to whether the Popham col ony or the Plymouth colony of the Pilgrims in 1620 should properly be regarded as the true historical beginning of New England. Book excerpt: Excerpt from A Brief History of the Constitution and Government of Massachusetts This small volume is the outgrowth of a series of lectures given at Harvard University. It is put forth primarily for the use of students there, but it may also prove of assistance to the members of the General Court, to those who are interested in constitutional and historical matters, and at the present time, when a constitutional convention is contemplated, to those who may serve as delegates. A book recently issued by the Commission on Economy and Efficiency entitled Functions, Organization, and Administration of State Government, covers the duties of the State officers and the Boards and Commissions, so I have omitted any detailed description of the powers and functions of those officials and bodies. I wish to express my appreciation of the kindness of Professor Edward Channing who was good enough to read the chapters on the early history. To the efficient Clerk of the House of Representatives, Mr. James W. Kimball, who read the chapter on Legislative Procedure, I owe thanks for valuable suggestions. To Professor W. B. Munro, who advised publication and revised the material, I owe the encouragement to begin as well as to complete the work. The author is conscious of many omissions and shortcomings in this book, but has endeavored to include in it data that seemed of most importance to those interested in study or casual investigation of constitutional and legislative matters. His apology for publication, if any be needed, is that the subject-matter here dealt with has not been heretofore set forth in any one volume. Book excerpt: Excerpt from The New-England Invalid The provisions under which the Shattuck lectureship was established specify Historical and other essays on the climate of Massachusetts or the diseases of its inhabitants, or such other subjects as said Society or its government may select. These alternatives are surely liberal enough, and the committee have given me not the least hint to limit my choice, but it certainly seems in accordance with the wishes of the founder that some matter of decided local interest should be discussed in the discourse provided for by his liberality. Common report and more or less jocose remarks attach the name of New England to one at least of the supposable causes of nervous affections. How justly is another mat ter, but it hardly requires this facetious etiology to make it appropriate for me to choose as my subject one which must have for every one of you, not strangely and exceptionally favored by fortune, a deep professional and often personal interest. Book excerpt: Excerpt from New England in Albany On account of the slow growth of the colony of New Netherlands, the States were induced, in 1629, to pass an ordinance, granting to any member of the Company, the right of selecting any tract of land, outside of the island of Manhattan, sixteen miles on one side, or eight miles on either side, of any navigable stream, and extending as far 'inland as the patroon, as the proprietor was called, should choose. The chief conditions imposed were the establishment of a colony of at least fifty persons over fifteen years of age, on said tract, within four years, the payment of five per cent. On all trade except that of furs, which the States reserved to itself. The patroon and settlers were precluded from any voice in the government of the colony, and from any manu facture of cloth; but this feudal lord, as he might be called, had full power over the lands of his tenants. All necessary local officers were appointed by him, and unrestricted privi leges of hunting, fowling, and fishing given him.
