Book excerpt: Explores various aspects of chiefly authority in South Sudan from its historical origins and evolution under colonial, postcolonial and military rule, to its current roles and value in the newly independent country. South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history ofchiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that thesegovernment centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Cherry Leonardi is Senior Lecturer in African History at Durham University, a former course director of the Rift Valley Institute's Sudan course, and a member of the council of the British Institute in Eastern Africa Published in association with the British Institute in Eastern Africa.

Book excerpt: The Republic of South Sudan gained independence from the Republic of Sudan on 9 July 2011, following civil wars that began in 1955 and left more than two million dead. Challenges faced by the new government are daunting with some of the worst social indicators globally. The Department for International Development has quickly established and scaled up a full office in Juba and developed a four-year development and humanitarian aid programme amounting to some £360 million making South Sudan one of the largest recipients of UK bilateral aid. Regrettably, the delivery of DFID's programme is already at risk before it has properly begun with the humanitarian crisis created by the loss of South Sudan's oil revenue, combined with the increasing number of returnees and refugees arriving in the country and ongoing inter-tribal violence. The South Sudan government has introduced austerity measures to cope with the loss of 98% of its income but the UK, and other donors, cannot bankroll South Sudan through this austerity period. DFID has already re-focussed its development programmes away from long-term development towards supporting the most vulnerable people and saving lives. Overall, the Committee believes that DFID's programme is diverse and challenging, although it is too early to judge its success. There have been well-documented difficulties with both World Bank and UN administered pooled funds in South Sudan and there is concern at channelling aid through them. The emphasis that DFID gives to the equality of girls and women in its programme is welcomed and, despite the pressures and uncertainties this should be maintained

The recommendations made during the 2018 mission for the recording of oil exports and transactions with Sudan under the Transitional Financial Agreement were implemented by the BSS. The mission worked toward enhancing the inter-agency cooperation by meeting with selected public sector bodies, providing them with an overview of the balance of payments and the data that the BSS will request from them. Before the end of the mission, requested data from one of the entities, the Civil Aviation Authority was provided. A work program was developed to conduct a visitor expenditure survey and a preliminary International Reserves and Foreign Currency Liquidity template was submitted to IMF’s Statistics Department for review. In order to support progress in the various work areas, the mission recommended a detailed one-year action plan, with the several priority recommendations carrying weight to make headway in improving ESS reliability.
