Available in PDF, EPUB and Kindle. Book excerpt: Every 20 seconds of every working day, the U.S. Government issues a contract for support of defense and civilian initiatives, in particular, mission critical programs. This makes the U.S. Government the largest marketplace in the world and a great opportunity for business. The information on government contracting is plentiful, but sifting through extraneous information to find exactly what is needed is an arduous task. To ease the information gathering process, assembled is as much pertinent information as possible to help obtain resources and avoid some of the pitfalls, time, money and frustration commonly experienced in government contracting. This guide has been used by government contractors, contracting officers, as resource material for university curriculums, and others. It has been featured in national newspapers and magazines. "I had one goal in mind when the first edition came out back in 2006, to produce an easy to use guide which incorporated lessons learned and resources gathered from my research and almost two decades of experience as a government contractor." states Gallagher, "When I first started out, like many others new to government contracting it seemed unfathomable that a business - never mind a small business - could penetrate the walls of government contracting. After many years of attending workshops, expos, training, and conducting outreach for the government all the while using my own marketing research background, I managed to harvest the key materials located throughout countless websites, books, handouts and documents, policies and procedures. I incorporated into The Government Contractor's Resource Guide what I believe to be among the most relevant of this information, compiled into an affordable easy to use resource guide." The Guide contains information helpful for business going after new contracts and serves as a quick reference for procurement and contracting officers when contracting with business. "From the time the first edition was first published testimonials keep pouring in" says Gallagher, "The testimonials on The Guide's usefulness range from a former U.S. government agency head overseeing small business contracting hailing it as one of the most comprehensive easy to use guides she has ever seen in or out of government, all the way to contractors' testimonials - even those with years of experience - expressing its usefulness especially with contact names, phone numbers and useful websites, samples of teaming agreements and even definitions of acronyms used everyday inside government. "One of the greatest moments for me is when agency contracting officers and project managers - especially those who have transferred over from the private sector to public sector and are still in the training process or simply do not have the time to be assembling all of the many resource information - tell us how useful the Guide has been to them." states Gallagher. "Having the Guide at their fingertips when contracting out ultimately helps businesses, especially small businesses in getting an equal playing field." "Nothing is more costly than plunging into the sea of unknowns of government contracting with little or no information or with so much information it seems overwhelming." she concludes. The Government Resource Guide helps the reader decipher what to do and what not to do - at the same time providing them with additional tools to continue training, marketing and networking such as where to attend FREE workshops and other valuable resources. Daisy Gallagher is a leading expert in her field, with two decades under her belt as an award winning government contractor and highly respected business leader.

Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. The amount spent on government contracts, coupled with widely reported contractor misconduct, has generated congressional interest in debarment and suspension (D&S). Debarment or suspension of contractors is one means agencies use to ensure that they deal only with contractors who are responsible in fulfilling their legal and contractual obligations. Debarment removes a contractor¿s eligibility for government contracts for a fixed period of time, while suspension temporarily debars a contractor for the duration of an agency investigation or litigation. Contents of this report: (1) Overview of D&S: Statutory D&S; Administrative D&S; (2) Recently Enacted and Proposed Amendments; (3) Conclusion. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: Don't be the best in the world at what you do; be the only one in the world who does what you do. --Jerry Garcia Government Contracting Classified is a book of issues and problems concerning government contracting. Henry was raised in a small town (population about eighty) in Northern Middle Tennessee three miles from the Kentucky border. That area is now known as Land Between the Lakes National Recreation Area. That town was Model, Tennessee. He retired after thirty-two years from the federal government as a federal contracting officer and division chief with an unlimited warrant. Then he ran the Center for Government Contracting at the Dallas County Community College Small Business Development Center (SBDC), where he taught seminars and counseled contractors about government contracting. After that for nine years, he owned his own business, where he wrote technical proposals for contractors. His last position was on the staff of the University of Texas at Arlington Cross Timbers Procurement Technical Assistance Center, and he retired after more than fourteen years. He conducted government contracting webinars/seminars and did one-on-one counseling with potential and current government contractors (small, medium-sized, and large contractors). He worked with federal, state, and local governments. Henry has conducted over seven hundred webinars/seminars, mostly in Texas, over the past twenty-five years. He counseled thousands of contractors and had thousands in his seminars. During his time as a Contracting Officer with an unlimited warrant and working for colleges and universities, he noticed several issues and problems kept coming up over and over. He has identified many of those issues and problems. He points them out in this book with commentary. Although this book is not all-inclusive, it does identify many issues and problems that should be of interest to newcomers and the seasoned government contractor as well. Henry not only points out important issues and problems but provides his personal comments (with seriousness and humor). I assure you before God that what I am writing you is no lie. --Galatians 1:20

Book excerpt: GAO proposed legislation to study the profitability of government contractors and: (1) require major government contractors to annually report financial results to an official designated by the President; (2) define criteria for determining which companies will be subject to reporting requirements; and (3) create a Department of Defense (DOD) Profit Reporting Program. GAO believes the program should require: (1) a consistent methodology to evaluate profitability; (2) a means to establish the reliability of contractor-furnished data; and (3) mandatory contractor participation. GAO found that contractors and agencies remain opposed to the program because they believe that: (1) DOD ad hoc studies of contractor profitability would be adequate; (2) the costs of the study would outweigh the benefits; and (3) the government could not adequately protect proprietary information.

Available in PDF, EPUB and Kindle. Book excerpt: The second edition of Government Contracting: Promises and Perils picks up where the first edition’s mission left off: exposing fraud, incompetence, waste, and abuse (FIWA) and analyzing corruption, mismanagement, and ineptitude that defile government contracting. The first edition thoroughly outlined procurement throughout the contracting cycle including initial planning, contractor selection, contract administration, contract closeout, and auditing. This significantly revised new edition provides additional much-needed guidance on contracting documents, management tools, and processes for addressing negative influences on government contracting, including an improved approach to evaluating proposals. Specific guidance for avoiding FIWA is provided for government officials and employees, government agencies, and government contractors, and practical solutions to problems faced by individuals and organizations involved in government contracting are intended for both practitioner and pedagogical applications. The "Government Procurement Corruption Wall of Shame" that was introduced in the first edition to illustrate contracting perils such as conflicts of interest, duplicity, favoritism, incompetence, kickbacks, and protests is continued in the second edition, and cases illustrating the existence of FIWA in government contracting have been thoroughly updated. Contracting documents and contract management tools are provided on a website designed to accompany the book. Written at the graduate level and specifically intended for state, local, federal, and international government procurement activities, this textbook is required reading for public procurement, contract management, business, and public administrations courses.
