This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a drive towards the attainment of a paperless mode of managing projects and its delivery, the Government of Ghana in the last few years, has embarked on several policy initiatives to achieve this objective in public organizations. The challenges associated with the paperless drive do not lie solely with the deployment of software and hardware. The degree of success also depends primarily on the capabilities of personnel operating the software programs and hardware tools available within the specific Local Government Organization. Regardless of the appropriateness of software programs for project management and project delivery, studies indicate that project managers must have some basic requisite knowledge and competencies in ICTs to compliment the deployment of technology to make their organizational performance and effectiveness useful. With the introduction of policies such as the Information Communication Technology for Accelerated Development (ICT 4AD), there comes the need to review the literacy level of personnel who will be utilizing these programs to ensure success of project deliverables. This paper assesses the capabilities of project management personnel at the local government level using quantitative method hinged on a goodness of fit test. This study also reviews the Information and Communications Technology literacy and competency levels of personnel in charge of projects management administration at the Local Government level. The conclusions indicate that personnel at this level are not be adequately prepared to operationalize the ICT enabled paperless system. The recommendations for successful implementation of paperless management of projects and programmes at the local government level requires an overhaul of the capacities of all project management personnel and local government staff as a whole through training and education.

Available in PDF, EPUB and Kindle. Book excerpt: Digital Literacy and Digital Inclusion: Information Policy and the Public Library examines the interrelationships between digital literacy, digital inclusion, and public policy, emphasizing the impacts of these policy decisions on the ability of individuals and communities to successfully participate in the information society. This book is the first detailed consideration of digital literacy and digital inclusion as policy problems and as core issues in information policy and libraries. The unique features of this book include drawing together the key themes and findings from the discourse on digital literacy and digital inclusion widely spread among many fields; analyzing digital literacy and digital inclusion as policy issues, both being driven and regulated by policy; building on a wealth of original research conducted by the authors using different quantitative and qualitative data collection approaches on four different continents when analyzing these issues, providing unique examples, case studies, and perspectives; using information behavior theory to provide important insights about these issues at individual, community, and political levels; providing recommendations to inform practice in libraries and help libraries to frame their advocacy for public policies that support literacy and inclusion; and providing policy recommendations to improve the creation and implementation of policy instruments that promote digital literacy and digital inclusion. The authors of this book have been involved in this research for many years, and their experience provides a broad view across the literature, inherent problems, and national perspectives. This breadth allows this book to offer comprehensive policy recommendations, solutions, and best practices for an area that is fragmented in discourse, practice, and policy.
Book Synopsis Equitable Access by : Olivia Adwoa Tiwaah Frimpong Kwapong
Download or read book Equitable Access written by Olivia Adwoa Tiwaah Frimpong Kwapong and published by iUniverse. This book was released on 2010 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: Concerns about new learning environments have spurred the debate as to whether the new world of online teaching and virtual studying might be as closed to the developing world, especially the women, as the traditional universities were until the turn of the twentieth century. Gender specific and feminist research shows that women often have less access to technology, less control over the ICT (Information and Communication Technology) in their homes and places of work, and less confidence and competency in using these technologies. According to the United Nations, lack of access to information is the third most important issue facing women globally, after poverty and violence against women. Equitable Access looks in detail at the ODL (Online Distance Learning) and ICT situations in Ghana. The author provides a critical assessment of the strengths and threats to the development of an effective distance education program in tertiary institutions in Ghana, surfacing the need to promote equity in educational access. Based on a survey of distance learners in four public universities, the author navigates to the heart of issues and determines that in Ghana and for that matter Africa, the digital and gender divides could further widen if conscious effort is not made to mainstream ICT in all gender issues.

Book Synopsis African Data Protection Laws by : Raymond Atuguba Akongburo

This book was released on 2024-05-06 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: For the last two decades data protection regulatory models in the African continent were highly inspired by foreign ones - mostly by the European Union's models. Recently, regulatory diversions can be spotted - reaching from strict(er) regulation on data sovereignty and data localisation to hybrid data protection and data governance approaches. Against this background, this volume presents the proceedings of the conference on "African Data Protection Laws: Regulation, Policy, and Practice" held in Accra, Ghana in 2022. The contributions undertake deep dives into the data protection and data governance development on the African continent - providing insights by distinguished scholars and experts in the field and tackling current trends, laws, regulations, and policies. The contributions narrate the unique African journey and lay the ground for interdisciplinary informed policy decisions, guide stakeholders, and also provoke future research towards a potential Pan-African data (protection) governance framework in Africa.
