Marking the sweeping failure of parliamentary institutions across a continent of new nations, it accelerated the slide into a ghastly civil war. Class, Ethnicity and Democracy is the first scholarly study to analyze the evolution, decay, and failure of Nigeria’s First Republic and to weigh this crucial experience against theories of the conditions for stable democratic government. Rejecting explanations that focus on political culture, political institutions, or ethnic competition and conflict, Larry Diamond identifies the root of Nigeria’s democratic failure in the interrelationship between class, ethnic and state structures. This led the emergent dominant class in each region to mobilize and exploit ethnicity and to trample the democratic process in furious competition for state control, since that control was the primary means for accumulating wealth and consolidating class dominance. Tracing the polarization of conflict and the erosion of legitimacy through five major crises, Diamond presents a new methodology for analyzing the persistence and failure of democracies and points to the relationship between state and society as a crucial determinant of the possibility for liberal democracy.

In its juxtaposition of these divergent visions, Two Suns of the Southwest is the first full account of this critical election and its legacy for US politics. The 1964 election, in Nancy Beck Young’s telling, was a contest between two men of the Southwest, each with a very different idea of what the Southwest was and what America should be. Barry Goldwater, the Republican senator from Arizona, came to represent a nostalgic, idealized past, a preservation of traditional order, while Lyndon B. Johnson, the Democratic incumbent from Texas, looked boldly and hopefully toward an expansive, liberal future of increased opportunity. Thus, as we see in Two Suns of the Southwest, the election was also a showdown between liberalism and conservatism, an election whose outcome would echo throughout the rest of the century. Young explores how demographics, namely the rise of the Sunbelt, factored into the framing and reception of these competing ideas. Her work situates Johnson’s Sunbelt liberalism as universalist, designed to create space for all Americans; Goldwater’s Sunbelt conservatism was far more restrictive, at least with regard to what the federal government should do. In this respect the election became a debate about individual rights versus legislated equality as priorities of the federal government. Young explores all the cultural and political elements and events that figured in this narrative, allowing Johnson to unite disaffected Republicans with independents and Democrats in a winning coalition. On a final note Young connects the 1964 election to the current state of our democracy, explaining the irony whereby the winning candidate’s vision has grown stale while the losing candidate’s has become much more central to American politics.

Tova Andrea Wang examines the history of how U.S. election reforms have been manipulated for partisan advantage and establishes a new framework for analyzing current laws and policies. The tactics that have been employed to suppress voting in recent elections are not novel, she finds, but rather build upon the strategies used by a variety of actors going back nearly a century and a half. This continuity, along with the shift to a Republican domination of voter suppression efforts for the past fifty years, should inform what we think about reform policy today. Wang argues that activities that suppress voting are almost always illegitimate, while reforms that increase participation are nearly always legitimate. In short, use and abuse of election laws and policies to suppress votes has obvious detrimental impacts on democracy itself. Such activities are also harmful because of their direct impacts on actual election outcomes. Wang regards as beneficial any legal effort to increase the number of Americans involved in the electoral system. This includes efforts that are focused on improving voter turnout among certain populations typically regarded as supporting one party, as long as the methods and means for boosting participation are open to all. Wang identifies and describes a number of specific legitimate and positive reforms that will increase voter turnout.
