Book excerpt: A major study of the role of women in the labour market of Industrial Revolution Britain. It is well known that men and women usually worked in different occupations, and that women earned lower wages than men. These differences are usually attributed to custom but Joyce Burnette here demonstrates instead that gender differences in occupations and wages were instead largely driven by market forces. Her findings reveal that rather than harming women competition actually helped them by eroding the power that male workers needed to restrict female employment and minimising the gender wage gap by sorting women into the least strength-intensive occupations. Where the strength requirements of an occupation made women less productive than men, occupational segregation maximised both economic efficiency and female incomes. She shows that women's wages were then market wages rather than customary and the gender wage gap resulted from actual differences in productivity.

Book excerpt: The earnings gap between male and female employees is substantial and lingering. Using linked data for Britain, in this paper we show that an important contribution to this gap is made by the workplace in which the employee works. Evidence for workplace and occupational segregation as partial explanations of the earnings gap is presented. Having allowed also for individual worker characteristics there remains a substantial within-workplace and within-occupation gender gap. The contribution of these factors, as well as the earnings gap itself, differ significantly across sectors of the labor market. The relative unimportance of occupational segregation and the large remaining gender gap suggest that stronger enforcement of equal pay legislation is likely to be the most appropriate policy response.

The GWG has closed across birth cohorts at all points in the adult life-cycle but remains. Within birth cohort it rises to middle age before falling again. Among those born in 1958, the raw GWG was 16 percentage points among workers aged 23, rising to 35 percentage points at 42. Among those born in 1970 the gaps were 9 and 31 percentage points at age 26 and age 42 respectively. Differences in men's and women's work experience in mid-life account for much but not all of the raw gap in both cohorts. The GWG is a little larger early in the life cycle when accounting for non-random selection into employment but selection plays no role later in life. Policy options for closing the remaining gap are considered.
