Book excerpt: From 1991 until June 1999, the World Bank took on the implentation of 162 projects with grant funding from the Global Environment Facility (GEF). 44 of these are classified as forest projects. These projects represent a significant proportion of the Bank's forest sector portfolio and play an important role in the Bank's implementation of the 1991 Forest strategy. This GEF portfolio is one component of this review of the 1991 forest strategy and its implementation. The review is based on an examination of a number of reports and studies and on interviews with Bank project task managers and with GEF specialists in the NGO and donor communities. Country officials were also interviewed and the review draws on six case country studies. The report recommends that the Bank's partnership with the GEF for sustainable conservation of the world's forest biodiversity is expanded, with more strategically developed realistic goals and more innovative approaches. Impact needs to be expanded through increased policy and legislative reform, new forms of financing and engagement with the private sector, including the logging industry.The critical role of the NGOs in mobilising public support and developing innovative models should be supported through more appropriate funding mechanisms. The Bank's comparative advantage in analytical work and investment leverage should be captured through expanding the trend towards incorporating GEF projects in larger strategic programs to address the powerful threats and opportunities for biodiversity conservation emerging from other, linked sectors.

Book excerpt: Payments for environmental services are a nature conservation policy in which landowners receive financial compensation conditional on verified environmental service delivery. Contracts for payments for environmental services have been found to be effective in inducing conservation on private lands, but they may give rise to strong free-riding incentives when implemented on lands that are, de facto or de jure, commonly owned. This study implemented a randomized controlled trial in arid Burkina Faso to test the relative effectiveness of two collective payment for environmental services schemes in inducing forest conservation - a linear group payment scheme, in which group payments increase linearly with tree survival rates, and a threshold group payment scheme. The extant theory predicts that the latter incentive mechanism will (weakly) outperform the former. This paper develops a new theory that shows that the reverse may also hold - but only if the relationship between effort and tree survival rates is very uncertain. The findings show that threshold group payments increase intermediate measures of cooperation, but - consistent with Burkina Faso's harsh conditions rendering tree survival quite stochastic - actual survival rates are higher with the linear group payments. The paper presents field experimental evidence as well as lab experimental results to explore the mechanisms giving rise to these results.

The focus on primary tropical moist forests should be broadened to include all types of natural forests of national and global value. The report suggests that illegal logging needs to be reduced through the promotion of improved governance and enforcement. Other recommendations are to give consideration to forest issues in all relevant sector activity and macroeconomic work, address the employment needs of all poor people while continuing to protect the rights of indigenous people, and to realign the World Bank resources with their objectives in the forest sector.
