The United States government addressed this challenge in planning for nuclear waste repositories. Consulting with experts in imagining future scenarios, in language and communication, and in anthropology, the Department of Energy sought to develop plans that would satisfy demands from the Environmental Protection Agency for a marker system that would be effective long into the future. Expert consultants proposed two very different designs: one based on archaeological sites recognized as cultural heritage monuments; the other proposing that certain forms invoke universal feelings. The Department of Energy opted for a design based on archaeological ruins, cited as proof human-made markers could last and communicate warnings for thousands of years. This book explores the common sense assumptions the experts made about their archaeological models, and shows how they are contradicted by what archaeologists understand about these places and things. Book excerpt: Following the President's decision in January 2010 to withdraw the license application for a geologic repository at Yucca Mountain, Nevada, the Secretary of Energy established the Blue Ribbon Commission on America's Nuclear Future (BRC) to consider alternatives to the nation's current institutional arrangements for management and disposition of used fuel and defense high-level nuclear waste. In February 2012, the BRC issued its final report. Among its recommendations was a call for a new, single purpose organization to be established to replace the Office of Civilian Radioactive Waste Management (OCRWM) in the U.S. Department of Energy (DOE) that had been established under the authority of the 1982 Nuclear Waste Policy Act. The BRC suggested that a congressionally chartered federal corporation offers the most promising model, but the commission left open the possibility of alternative concepts to achieve the desired ends. In response to this recommendation, DOE asked the RAND Corporation to examine alternative organizational models for such a new management and disposition organization (MDO). Our study supports the work of DOE's Office of Nuclear Energy and the Management and Disposition Working Group(MDWG) formed to consider implementation options and activities.

This report provides an assessment of the effects of the current management policy for low-level radioactive waste (LLRW), and resulting consequences, such as higher LLRW disposal costs and onsite storage of LLRW, on the current and future activities of biomedical research. That assessment will include evaluating the effects that the lack of facilities and disposal capacity, and rules of disposal facilities, have on institutions conducting medical and biological research and on hospitals where radioisotopes are used for the diagnosis and treatment of disease.
