The report concludes by exploring two key sectors of higher education: teacher education colleges and professional and technical institutions. Book excerpt: Millions of students in the US and Mexico begin their educations in one country and find themselves trying to integrate into the school system of the other. As global migration increases, their numbers are expected to grow and more and more teachers will find these transnational students in their classrooms. The goal of The Students We Share is to prepare educators for this present and future reality. While the US has been developing English as a Second Language programs for decades, Mexican schools do not offer such programs in Spanish and neither the US nor Mexico has prepared its teachers to address the educational, social-psychological, or other personal needs of transnational students. Teachers know little about the circumstances of transnational students' lives or histories and have little to no knowledge of the school systems of the country from which they or their family come. As such, they are fundamentally unprepared to equitably educate the "students we share," who often fall through the cracks and end their educations prematurely. Written by both Mexican and US pioneers in the field, chapters in this volume aim to prepare educators on both sides of the US-Mexico border to better understand the circumstances, strengths, and needs of the transnational students we teach. Book excerpt: A team of examiners from the Organisation for Economic Cooperation and Development (OECD) reviews Portugal's education system in a three-part report. Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses. The examiners feel a solution is for Portugal to adopt a comprehensive education and training policy for that age group implemented jointly by the Ministries of Education and Labor. Part Two of the report includes a record of the review meeting between the OECD examiners and the Minister of Education and his delegates and addresses five areas of concern. The third part is a summary of the Ministry of Education's Backgroud Report of the education system in Portugal. (MD)

In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach

This book looks at the consequences of an Anglo Pedagogy and the clash it imposes on Mexicans who are from the U.S. and hence an American-born population, but are of a different race, culture, and mindset, and still living in Northern Mexico. This book compares and contrasts White and Mexican customs as a parallel story of how the home education of centuries based from a rancho culture is forcefully imposed by utilizing the cultural elements dear to a Mexican such as a mother, food, language, and history. All done in the name of education, but whose culture and edification is being progressed and digressed. The volume does not solely vilify Anglo hegemony, but also it examines the great divide that exists among Mexican Americans and Mexican immigrants that hunger for some form of advancement, are allowed to do so, and then critique America's Mexicans as if they are to blame alone for their misfortune. Also, a critique of gender and the amalgamation of Latinos is included because for Mexican Americans who are desert U.S. born people to be merged and blended with new immigrants from Central, South America, and the Caribbeans demonstrates the racism visible in society. To piece a U.S. born population albeit desert brown with newcomers from other countries simply because they "look" the same is another indication of ignorance and blatant racism (that somebody like Julian Camacho even though born in California is still somehow related to people he has never met reveals the truth).
