Book excerpt: The GCC growth model has delivered substantial improvements in living standards over several decades. Access to foreign labor has supported rapid growth in the non-oil sector and price stability in the region. It has also resulted in positive spillovers to the migrant-sending countries through large remittance flows. At the same time, governments have increased public-sector employment and have helped raise standards of living. However, the growth model has involved costs: the public-sector wage bill is relatively high, there is limited employment of nationals in the private sector, labor productivity has declined or stagnated, and there is limited progress on economic diversification

It analyzes the different dimensions of segmentation of these markets, factors of change influencing labor supply such as trends in education and demography, as well as the impact of potential future reforms in areas such as immigration policy, labor sponsorship, taxation and minimum wages. The work therefore provides an overview of what arguably will be the core socio-economic challenge for the GCC in the coming years.

Book excerpt: In the Gulf States today, economic activity is characterized by abundant energy resources, large public sectors, small trade-oriented private sectors and cultural norms shaped by Islamic belief and practice. In the early 1990s, governments throughout the region began introducing fiscal consolidation measures. They are now beginning to focus more intensely on long-term structural issues such as the need for financial market deepening, labor market reform and privatization. Devlin explores the potential gains from a microeconomic policy framework targeting entrepreneurial ventures in small and medium-sized enterprises using Islamic institutions such as mudarabah venture capital. An institutional approach to economic policy reform which targets areas of culturally authentic private and public investment has the potential to enhance the sustainability of current reforms as well as deepen the participation of the private sector in structural reform efforts.

Available in PDF, EPUB and Kindle. Book excerpt: This book studies values and attitudes in the Gulf region. In light of global power shifts, the threatening collapse of internal security in the West, and uncertainty about the current leadership vacuum in world society, this book explores a future leading role of the Gulf countries in such institutions as the G-20 and the OECD. Based on rigorous analysis of macro-level data and opinion surveys with relevance for the Gulf region, it analyzes the global macro-factors shaping the Gulf's future at a time of the global COVID-19 crisis and depression and rising global tensions. Starting with an empirical time series analysis of the long cycles of global politics and economics, it highlights the implications for the Gulf region. Offering a multivariate analysis of civil society values in the Gulf, the author analyzes value changes and attitudes on antisemitism, political Islam, internal security, democracy, and other issues of Arab politics. The partially optimistic conclusions of the study testify to the underestimated and incipient maturity of the Gulf’s civil society and strongly suggest that the Gulf's future is rather with the free societies of the West and not with a Neo-Ottoman Empire in whatever form. "Exceptional in scope and right up-to-the-minute in coverage" Brian M Pollins, Associate, Professor Emeritus, The Ohio State University. "An outstanding and topical book by an astute scholar of the MENA region" Professor Hussein Solomon, Academic Head of Department, Political Studies and Governance, University of the Free State, South Africa. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The economies of the six Gulf Cooperation Council (GCC) countries are heavily reliant on oil. Greater economic diversification would reduce their exposure to volatility and uncertainty in the global oil market, help create jobs in the private sector, increase productivity and sustainable growth, and help create the non-oil economy that will be needed in the future when oil revenues start to dwindle. The GCC countries have followed many of the standard policies that are usually thought to promote more diversified economies, including reforms to improve the business climate, the development of domestic infrastructure, financial deepening, and improvements in education. Nevertheless, success to date has been limited. This paper argues that increased diversification will require realigning incentives for firms and workers in the economies—fixing these incentives is the “missing link” in the GCC countries’ diversification strategies. At present, producing non-tradables is less risky and more profitable for firms as they can benefit from the easy availability of low-wage foreign labor and the rapid growth in government spending, while the continued availability of high-paying and secure public sector jobs discourages nationals from pursuing entrepreneurship and private sector employment. Measures to begin to address these incentive issues could include limiting and reorienting government spending, strengthening private sector competition, providing guarantees and financial support for those firms engaged in export activity, and implementing labor market reforms to make nationals more competitive for private sector employment.

However, few studies have actually provided insight into how the nationals themselves perceive their career motivators, employability and productivity. The eleven studies of this book present both empirical findings and case studies that reveal what nationals expect from their workplace and what hinders them from a personal, meaningful contribution. While it seems that an initially high work motivation is often annihilated by structural impediments such as a strong hierarchy or widespread wasta, it also seems that many nationals fail to understand the urgent requirements of the GCC labour markets.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book questions the stereotype depicting all Gulf (GCC) economies as not sustainable, and starts a critical discussion of what these economies and polities should do to guarantee themselves a relatively stable future. Volatile international oil markets and the acceleration of the energy transition has challenged the notion that oil revenues are sufficient to sustain oil economies in the near to medium term. But what is the meaning of economic sustainability? The book discusses the multiple dimensions of the concept: economic diversification, continuing value of resources, taxation and fiscal development, labor market sustainability, sustainable income distribution, environmental sustainability, political order (democracy or authoritarianism) and sustainability, regional integration. The overarching message in this book is that we should move on from the simplistic branding of the Gulf economies as unsustainable and tackle the details of which adaptations they might need to undertake.

Book excerpt: World-renowned economist Klaus Schwab, Founder and Executive Chairman of the World Economic Forum, explains that we have an opportunity to shape the fourth industrial revolution, which will fundamentally alter how we live and work. Schwab argues that this revolution is different in scale, scope and complexity from any that have come before. Characterized by a range of new technologies that are fusing the physical, digital and biological worlds, the developments are affecting all disciplines, economies, industries and governments, and even challenging ideas about what it means to be human. Artificial intelligence is already all around us, from supercomputers, drones and virtual assistants to 3D printing, DNA sequencing, smart thermostats, wearable sensors and microchips smaller than a grain of sand. But this is just the beginning: nanomaterials 200 times stronger than steel and a million times thinner than a strand of hair and the first transplant of a 3D printed liver are already in development. Imagine “smart factories” in which global systems of manufacturing are coordinated virtually, or implantable mobile phones made of biosynthetic materials. The fourth industrial revolution, says Schwab, is more significant, and its ramifications more profound, than in any prior period of human history. He outlines the key technologies driving this revolution and discusses the major impacts expected on government, business, civil society and individuals. Schwab also offers bold ideas on how to harness these changes and shape a better future—one in which technology empowers people rather than replaces them; progress serves society rather than disrupts it; and in which innovators respect moral and ethical boundaries rather than cross them. We all have the opportunity to contribute to developing new frameworks that advance progress.

Despite undertaking economic reforms in many countries, and having considerable success in avoiding crises and achieving macroeconomic stability, the region’s economic performance in the past 30 years has been below potential. This paper takes stock of the region’s relatively weak performance, explores the reasons for this out come, and proposes an agenda for urgent reforms.

Available in PDF, EPUB and Kindle. Book excerpt: Extensive efforts to develop human capital are under way in the United Arab Emirates, Saudi Arabia, and elsewhere in the Gulf, and they are increasingly setting expectations for how people ought to behave socially and economically that are in tension with how they are expected to behave politically. The tensions created by governments’ conflicting aims can produce frustration, a sense of entitlement, or apathy among young people entering the labor force, each of which poses different potential political challenges for governments. Navigating this tension—or finding ways to create space for genuine innovation and risk taking within that constrained political context—will be among the most important strategic challenges for the region’s leaders and people in the next 10 years.
