Book excerpt: The discourse on migration outcomes in the West has largely been dominated by issues of integration, but it is more relevant to view immigration in non-Western societies in relation to practices of exclusion and inclusion. Exclusion refers to a situation in which individuals and groups are usually denied access to the goods, services, activities and resources associated with citizenship. However, this approach has been criticised in relation to gender issues, which are very relevant to the situation of migrants. The authors in this volume address this criticism. Furthermore, when framed within a North–South discourse, it may be potentially ethnocentric to assume that the experience of exclusion is cross-culturally uniform. Indeed, work on migration issues has invariably been conducted within such a discourse. The contributors go beyond this binary discourse of ‘exclusion versus inclusion’ which has dominated migration research. They examine the situation of migrants in the Middle East and Asia as one that encompasses both exclusion and inclusion, addressing related concepts of empowerment, ethnocracy, the feminisation of migration and gendered geographies of power, liberal constraint and multiculturalism, individual agency, migrant-friendly discourses, spaces of emancipation and spaces of insecurity. The book highlights current research in the Arab Gulf states, and examines multiculturalism in Asia more broadly. It will be of particular interest to students and researchers in international labour migration studies in the Middle East and Asia.

It presents a study conducted for 27 European countries, looking 50 years ahead (2002-2052). An extended discussion of theories and factors underlying the assumed evolution of the components of change and economic activity is included as well as a detailed analysis of the historical trends. These theoretical and empirical considerations lead to defining scenarios of future mortality, fertility, economic activity and international migration, which have been fed into a projection model, producing various future population dynamics and labour force trajectories. In addition, simulations have been made to estimate the size of replacement migration needed to maintain selected demographic and labour market parameters in the countries of Europe. The results presented in this book allow researchers, governments and policy makers to evaluate to what extent various migration and labour market policies may be instrumental in achieving the desired population and labour size and structures. The secondary purpose of this volume is to reveal the methodology and argumentation lying behind a complex population forecasting and simulation exercise, which is not done frequently, but is critical for the assessment of the forecasts and also valuable from a purely didactic point of view.

The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. An aging population in many East Asian countries will create significant labor shortages, leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia, with important implications for reducing poverty and supporting sustainable economic development in the region. In this context, International Migration and Development in East Asia and the Pacific analyzes the impact of migration on development of the EAP region and examines how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration. This report shows that in labor-sending countries remittances help reduce poverty significantly by increasing income for migrants’ families. At the country level, remittances have a significant role in helping finance trade deficits and in bolstering reserves, not only in the small Pacific Island economies but also in large economies such as Vietnam and the Philippines. For labor-receiving countries, such as Malaysia, Singapore, and Hong Kong SAR, China, migrant workers form a significant part of the workforce, especially in labor-intensive manufacturing, construction, plantation agriculture, fishing, and household services. Migrant workers thus help relieve labor shortages, boost output, and maintain competitiveness. The role of migrant workers will become more important in the future given the rapid population aging in many labor-receiving East Asian countries. Given these factors, the key question concerning international migration in East Asia and the Pacific is not whether it is desirable but how it should be managed in the future. International Migration and Development in East Asia and the Pacific discusses a range of policy options in both labor-sending and labor-receiving countries to address this question.

Book excerpt: This volume uses recent research from the World Bank to document and analyze the bidirectional relationship between poverty and migration in developing countries. The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.
