As part of a broad, interagency, multifaceted approach, the U.S. military plays a critical role in the rebalancing effort now underway. The U.S. Army in particular has a special role to play in bolstering the defense of allies and the deterrence of aggression, promoting regional security and stability, and ameliorating the growing U.S.-China security dilemma. In particular, military security cooperation programs are becoming increasingly important for achieving U.S. security goals. These military-to-military programs and activities are designed to shape the security environment; prevent conflict through deterrence, assurance, and transparency; and build operational and tactical interoperability. As wartime requirements decrease in the coming year following the end of extensive American involvement in Afghanistan and as the U.S. military undergoes a dramatic yet historically typical post-war drawdown, security cooperation activities will comprise the primary way in which a leaner U.S. military contributes to broad American national security objectives in the next decade.

The mechanisms to carry out this strategic framework are embedded in the regular contacts and engagement activities that the United States carries out with friends and allies in the region. What the future will look like in Asia will be determined largely on what happens on the Korean Peninsula. It could be changed by such eventualities as a resurgent, expansionist, or nationalistic Russia. But the dialogue that is taking place among strategists in Seoul and Tokyo needs to be broadened to include the United States. It also must become a public debate. The "tyranny of distance" requires a United States military presence, and the governments of Korea and Japan must involve their own voters in a civil debate, setting forth the case for a new security structure. This is important not only for domestic political reasons in Asia, but because the American people need to know that there is a civil debate about the subject among their allies, and that the alliances that have kept Asia safe, peaceful and prosperous for 55 years are still useful, welcome, and healthy.

As Mr. Bouchat states in his Introduction, landpower "offers important options which can often be applied with lower risk of exacerbating direct conflict. As the only form of military power that covers the full range of military options, from humanitarian assistance to full conventional combat, landpower's flexibility and capabilities help manage both peace and conflict" in the South China Sea. To show how landpower is necessary in this contested region, this monograph briefly explores the concept of landpower and its components-forces viii from the U.S. Army, U.S. Marine Corps, and U.S. Special Operations Command (USSOCOM).
