Book excerpt: Mobutu Sese Seko, who ruled Zaire (now the Democratic Republic of Congo) from 1965 until 1997, was fond of saying “happy are those who sing and dance,” and his regime energetically promoted the notion of culture as a national resource. During this period Zairian popular dance music (often referred to as la rumba zaïroise) became a sort of musica franca in many parts of sub-Saharan Africa. But how did this privileged form of cultural expression, one primarily known for a sound of sweetness and joy, flourish under one of the continent’s most brutal authoritarian regimes? In Rumba Rules, the first ethnography of popular music in the Democratic Republic of Congo, Bob W. White examines not only the economic and political conditions that brought this powerful music industry to its knees, but also the ways that popular musicians sought to remain socially relevant in a time of increasing insecurity. Drawing partly on his experiences as a member of a local dance band in the country’s capital city Kinshasa, White offers extraordinarily vivid accounts of the live music scene, including the relatively recent phenomenon of libanga, which involves shouting the names of wealthy or powerful people during performances in exchange for financial support or protection. With dynamic descriptions of how bands practiced, performed, and splintered, White highlights how the ways that power was sought and understood in Kinshasa’s popular music scene mirrored the charismatic authoritarianism of Mobutu’s rule. In Rumba Rules, Congolese speak candidly about political leadership, social mobility, and what it meant to be a bon chef (good leader) in Mobutu’s Zaire.

This book was released on 1994 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: World Bank Environment Paper 6. Here is a holistic approach to analyzing the environmental impact of various power systems. Unlike standard impact studies that begin at the project level, this method calls for environmental assessments that start at the planning stage of a national framework for energy policymaking. The framework would take into account the energy needs of Sri Lanka's total economy. It also would make it easier to incorporate environmental goals into power sector decisionmaking at the critical investment stage. Sri Lanka's development options for the power sector are reviewed in detail. Topics include alternative ways to assess the economic value of a power plant's impact on biodiversity, human health, and air and water pollution. The study also assesses which energy planning options work best and recommends ways in which the Ceylon Electricity Board can improve its environmental policies.

Book excerpt: Zaire is a country at a crossroads - a land with abundant agriculture, mineral and human resources, and yet economically deeply paralysed and struggling to implement a successful strategy for social and economic development. These essays by Zairian academics in the fields of politics, sociology and economics describe post- independence social structures - so damagingly imitative of colonial patterns - and the inadquacy of the single Party-State regime, which has replicated western capitalism. The educational system, hardly changed from that inherited from the colonial power, is discussed; and an up-to-date economic analysis of the country today is included. A range of measures are recommended which could be adopted by a responsible ruling class; but first they, and their western ally, must seriously address the questions.

Available in PDF, EPUB and Kindle. Book excerpt: Soon after its declaration of independence, Lithuania launched a program of market-based economic reforms that achieved remarkable results. However, a banking crisis erupted in January 1996, driven by a combination of ineffective bank supervision, poor bank practices, and deep-rooted sectoral imbalances. With financial support from the World Bank, Lithuanian authorities embarked on a broad economic reform program with two immediate objectives: the resolution of the banking system's operational and undercapitalization problems, and a reduction in the most severe imbalances in the economy. Volume I (see ordering information below) distills findings and conclusions and builds a policy action plan for fast stable growth. Volume II contains a collection of twelve policy notes that provide the technical analysis behind that plan. Also available: Volume II/Analytical Backgroung(ISBN 0-8213-4327-0) Stock no. 14327.
