Today, more than half a trillion US dollars are spent by some governments to support farmers, while other governments impose regulations and taxes that hurt farmers. Some policies, such as price regulations and tariffs, distribute income but reduce total welfare by introducing economic distortions. Other policies, such as public investments in research, food standards, or land reforms, may increase total welfare, but these policies come also with distributional effects. These distributional effects influence the preferences of interest groups and in turn influence policy decisions. Political considerations are therefore crucial to understand how agricultural and food policies are determined, to identify the constraints within which welfare-enhancing reforms are possible (or not), and finally to understand how coalitions can be created to stimulate growth and reduce poverty.

In the 1920s and 1930s, American political organizations strong enough to mount state-wide campaigns, and often capable of electing governors and members of Congress, emerged not only in Minnesota but in Wisconsin and Washington, in Oklahoma and Idaho, and in several other states. Richard M. Valelly treats in detail the political economy of the Minnesota Farmer-Labor Party (1918-1944), the most successful radical, state-level party in American history. With the aid of numerous interviews of surviving organizers and participants in the party's existence, Valelly recreates the party's rise to power and subsequent decline, seeking answers to some broad, developmental questions. Why did this type of politics arise, and why did it collapse when it did? What does the party's history tell us about national political change? The answers lie, Valelly argues, in America's transition from the political economy of the 1920s to the New Deal. Combining case study and comparative state politics, he reexamines America's political economy prior to the New Deal and the scope and ironies of the New Deal's reorganization of American politics. The results compellingly support his argument that the federal government's increasing intervention in the economy profoundly transformed state politics. The interplay between national economy policy-making and federalism eventually reshaped the dynamics of interest-group politics and closed off the future of "state-level radicalism." The strength of this argument is highlighted by Valelly's cross-national comparison with Canadian politics. In vivid contrast to the fate of American movements, "province level radicalism" thrived in the Canadian political environment. In the course of analyzing one of the "supressed alternatives" of American politics, Valelly illuminates the influence of the national political economy on American political development. Radicalism in the States will interest students of economic protest, of national policy-making, of interest-group politics and party politics.

It theoretically explores the motivation behind agricultural trade-related support policies through extending the two-sector specific factors production model to three sectors, so as to make it more relevant for a one-party state such as China. Chapter three tests that theory empirically, using panel data on agricultural distortions for the period 1981 to 2010 from Anderson and Nelgen (2013). The long-running trend in the level of assistance to the farm sector sees considerable fluctuations in support each year, which has been attributed to fluctuations in international prices of agricultural products. Chapter four seeks to explain the Chinese government's responses to world market price fluctuations. In practice, the government does have other instruments besides trade restrictions to alter domestic producer and consumer prices in the face of fluctuating international prices. Chapter five explores the role that public storage policy can play in contributing to the government's objective of stabilizing the domestic market price of farm products. The final chapter of the book draws out implications for policymakers in China and elsewhere.

Book excerpt: After five years of debates, consultations and negotiations, the European institutions reached an agreement in 2013 on the Common Agricultural Policy (CAP) for the 2014-2020 period. The outcome has major implications for the EU’s budget and farmers’ incomes, but also for Europe’s environment, its contribution to global climate change and to food security in the EU and in the world. It was decided to spend more than €400 billion during the rest of the decade on the CAP. The official claims are that the new CAP will take better account of society's expectations and lead to far-reaching changes by making subsidies fairer and ‘greener’ and making the CAP more efficient. It is also asserted that the CAP will play a key part in achieving the overall objective of promoting smart, sustainable and inclusive growth. However, there is significant scepticism about these claims and disappointment with the outcome of the decision-making, the first in which the European Parliament was involved under the co-decision procedure. In contrast to earlier reforms where more substantive changes were made to the CAP, the factors that induced the policy discussions in 2008-13 and those that influenced the decision-making did not reinforce each other. On the contrary, they sometimes counteracted one another, yielding an ‘imperfect storm’ as it were, resulting in more status quo and fewer changes. This book discusses the outcome of the decision-making and the factors that influenced the policy choices and decisions. It brings together contributions from leading academics from various disciplines and policy-makers, and key participants in the process from the European Commission and the European Parliament.

The origin of farmers' concern with such economic concentration dates back to protests against meatpackers and railroads in the late nineteenth century. Jon Lauck examines the dimensions of this problem in the American Midwest in the decades following World War II. He analyzes the nature of competition within meat-packing and grain markets. In addition, he addresses concerns about corporate entry into production agriculture and the potential displacement of a production system defined by independent family farms. Lauck also considers the ability of farmers to organize in order to counter the market power of large-scale agribusiness buyers. He explores the use of farmer cooperatives and other mechanisms which may increase the bargaining power of farmers. The book offers the first serious historical examination of the National Farmers Organization, which fully embraced the bargaining power cause in the postwar period. Lauck finds that independent farmers' attempts at organization have been more successful than previously recognized, but he also shows that their successes have been undermined by the growing concentration and power of agri-business firms, justifying a new approach to antitrust law in agricultural markets.

It examines how ruling class political ideology determined the agricultural policies from colonial rule. It considers both quantitative and qualitative aspects in all periods: colonial period to pre-green revolution phase, post-green revolution phase (early and late stages) and post-globalisation phase after 1991. India has achieved the ability to maintain food security, through enough food grain buffer stocks to meet the enormous public distribution system. But, with India’s entry into WTO in 1994, euphoria has been created among all types of farmers to adopt commercial crops like cotton cost-intensive inputs. Even food grain crops are grown through use of costly irrigation and chemicalised inputs. But they lacked remunerative prices, and so farmers began to commit suicides, which crossed 3.5 lakh. Government of India attributed this agrarian crisis to the technology fatigue and gave scope for second green revolution (GR-II). GR-I was achieved by public sector enterprise, whereas the GR-II as gene revolution is a result of private sector enterprise/MNCs. There is fear that opening up of the sector may lead to handover of the family farms to big agri-multinationals. GOI’s proposal to double farmers’ income by 2022 is feasible only when the problems, being faced by small, marginal and tenant farmers, are addressed in agricultural marketing, credit and extension services. Now, it is time to go for suitable forms of cooperative/collective agriculture, as 85 percent of total cultivators are the small and marginal farmers. Does it illustrate the virtues of the European model of coordinated capitalism, as opposed to US-style liberal capitalism? Or is it an incoherent set of instruments that exert diverse negative impacts and, like Frankenstein’s monster, seems to have escaped the control of its designers? The Political Economy of the Common Agricultural Policy does not criticize the CAP from the liberal standpoint that views most public interventions in the economy as bad for efficiency and welfare. The CAP has been costly to Europeans, both as consumers and as taxpayers, and has also generated a number of negative impacts upon third countries, but these costs and impacts have been more moderate than is suggested. This book proposes that the issue with the CAP is not a generic problem of coordinating capitalism but, instead, a more specific problem of low-quality coordination. The text argues that profound reform of the European Union’s institutions and policies is required to counter the rapid rise of a more Eurosceptical state of mind but – in the case of agricultural policy – history casts serious doubts on the capacity of the European network of agriculture-related politicians to lead such a reform.
