This book was released on 1999 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this collection the leading authorities address the complexity of present day NATO, its inherent contradictions, and its current direction. The authors reflect on the significance of these issues for the alliance's future prospects, for Russia, and for European security generally. The Future of NATO looks at the conceptual and theoretical approaches that underlie the question of enlarging NATO's membership and the consequences of enlargement on international relations. It examines the policies of some of NATO's leading member states - including Canada, which has recently begun a two-year term on the security council - and deals with the issue of enlargement from the point of view of the East European candidates, focusing on Russia and its opposition to the current process. Book Synopsis The Enlargement of the European Union and NATO by : Wade Jacoby
Download or read book The Enlargement of the European Union and NATO written by Wade Jacoby and published by Cambridge University Press. This book was released on 2004-09-20 with total page 303 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2004 the European Union and NATO each added ten new member states, most from the post-communist countries of Eastern and Central Europe. In order to prepare for membership, these countries had to make many thousands of institutional and legal adjustments. Indeed, they often tried to modernize in just a few years, implementing practices that evolved over many decades in Western Europe. This book emphasizes the way that policy elites in Central and Eastern Europe often 'ordered from the menu' of established Western practices. When did this emulation of Western practices succeed and when did it result in a fiasco? Professor Jacoby examines empirical cases in agriculture, regional policy, consumer protection, health care, civilian control of the military, and military professionalism from Hungary, the Czech Republic, Poland, Bulgaria, and the Ukraine. The book addresses debates in institutionalist theory, including conditionality, Europeanization, and external influences on democratic and market transitions.
Book Synopsis NATO Enlargement by : Ted Galen Carpenter
Download or read book NATO Enlargement written by Ted Galen Carpenter and published by Cato Institute. This book was released on 1998 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: The decision to expand NATO eastward is a fateful venture that has received surprisingly little public attention. Advocates of enlargement insist that the step will foster cooperation, consolidate democracy, and promote stability throughout Europe. But the contributors to this volume conclude that an expanded NATO is a dubious, potentially disastrous idea. Instead of healing the wounds of the Cold War, it threatens to create a new division of Europe and undermine friendly relations with Russia. Even worse, it will establish expensive, dangerous, and probably unsustainable security obligations for the United States.

Book Synopsis The Future of NATO Expansion by : Zoltan Barany
Download or read book The Future of NATO Expansion written by Zoltan Barany and published by Cambridge University Press. This book was released on 2003-07-21 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1999 three East-Central European states (Poland, Hungary, and the Czech Republic) gained membership in the North Atlantic Treaty Organization. Professor Barany argues that, once it began, the Alliance should continue the enlargement process. Nevertheless he maintains that only states that satisfy NATO's membership criteria should be allowed to join. Through an extensive analysis of four countries, Bulgaria, Romania, Slovakia, and Slovenia who, at the time of the book's original publication in 2003 were NATO aspirants, Barany demonstrates that they were in several important respects unprepared for membership and that there was no pressing reason for NATO's haste. Barany argues that while NATO should be clear that its doors remain open to qualified candidates, the Alliance should hold off further expansion until prospective members will become assets rather than liabilities.
Book Synopsis Beyond NATO by : Ted Galen Carpenter

Book excerpt: NATO is unnecessary because the West European nations now have the economic and military resources to protect their own security, according to Carpenter. He calls on the US to withdraw from the alliance, form a more limited and flexible security relationship with Western Europe, and encourage the European powers to take responsibility for the stability of their own region. Above all, he urges US policymakers to remain aloof from European conflicts that do not have direct, significant bearing on America's vital interests. Paper edition (17-5), $9.95. Available in PDF, EPUB and Kindle. Book excerpt: Almost fifteen years after the end of the Cold War, the process of creating a "Europe whole and free" is incomplete and likely to be so for the foreseeable future. In this volume, a group of highly distinguished contributors from both East and West examines the complicated and multi-faceted process of NATO and EU enlargement in the context of the changed global situation since the terrorist attacks of September 11, 2001. This book examines the enlargement processes not only from the perspective of the West and western institutions, but also from the point of view of the former communist countries. If an enlarged NATO and EU are to be stable and successful in the long run, they must take account of the wishes and interests of both their new, former-communist members and those European states that will not become members of either NATO or the EU in the foreseeable future Contributors include Christopher Bobinski (Unia & Polska), Vladimir Baranovsky (Institute of the World Economy and International Relations), Heather Grabbe (Center for European Reform), Karl-Heinz Kamp (Konrad Adenauer Foundation), Charles King (Georgetown University), Alexander J. Motyl (Center for Global Change and Governance), Zaneta Ozolina (University of Latvia), Alexander Sergounin (Nizhny Novgorod Linguistic University), William Wallace (London School of Economics), and Leonid Zaiko (Strategy Center).

Available in PDF, EPUB and Kindle. Book excerpt: What will happen to the EU in the wake of enlargement? What are the institutional and policy-making changes in light of enlargement? This book, newly available in paperback, deals with the theoretical, conceptual and historical processes that led to European Union enlargement. It discusses the effects of enlargement on selected European Union policies (agriculture, single market, foreign, security and defence policy, immigration), and looks at the effect of the institutional reforms that were made at Amsterdam and Nice, as well as considering the significance of the debates on the Constitution. It contains chapters by leading European scholars from both sides of the Atlantic. The chapters report current research and employ a variety of methodological and theoretical perspectives. This book is unique in looking at the issues that the EU faces in the aftermath of Eastern enlargement.
Book Synopsis European Security and NATO Enlargement by : Stephen Blank
Download or read book European Security and NATO Enlargement written by Stephen Blank and published by . This book was released on 1998 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: NATO.s enlargement represents a watershed event in European security. It closes the so-called .post-Cold War. epoch that began with the fall of the Soviet empire and opens the way to a new stage in European and American history. The tendencies that are now pushing Europe towards greater integration have received a new injection of energy. NATO has not only proven itself the only truly effective security provider among European institutions, it has also shown itself to be the moving force behind Europe.s other security agencies, particularly the European Union (EU). After NATO decided to take in Hungary, the Czech Republic, and Poland at its Madrid Conference in July 1997, the European Union, meeting at Amsterdam, decided to begin accession talks with those three states, Estonia, Cyprus, and Slovenia. Thus concurrent and coinciding waves of integration throughout the continent are going to transform Europe.s security map and agenda beyond recognition. But this does not mean either that past history is now utterly irrelevant or that Europe has attained a kind of security Nirvana. The Bosnian crisis, and to a lesser degree the Albanian crisis of 1997, as well as the recent problems in Kosovo show that many challenges confront Europe, and that Europe is reluctant to confront them.1 Insofar as out-of-area issues in the Middle East are concerned, the Iraqi crises of 1997-98 demonstrated that Europe remains divided, unable to forge a common security policy for those issues in that region or to assume a leadership position in the resolution of international crises.

Book Synopsis Beyond NATO by : Michael E. O'Hanlon
Download or read book Beyond NATO written by Michael E. O'Hanlon and published by Brookings Institution Press. This book was released on 2017-08-15 with total page 171 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

Download or read book Newcomers No More? Contemporary NATO and the Future of the Enlargement from the Perspective of “Post-Cold War” Members written by Robert Czulda and published by Instytut Badań nad Stosunkami Międzynarodowymi. This book was released on 2015 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: The central aims of the book is to present, in the form of a collection of papers, a variety of views on NATO from member states “formerly known as new”, and to assess in this context the prospects for NATO enlargement. Therefore, the book consists of two parts. The main objective of the first part is to present how NATO is now perceived in Central and South-Eastern Europe. Papers collected here offer an opportunity to reflect on the impact of the enlargements starting from 1999 on NATO functioning and evolution, roles, tasks and capabilities. The issue of how accession has transformed accessioning states will also be discussed. Last but not least, the perspective of “new” members on NATO’s future will be presented. The authors of the articles in this part mainly come from those countries that joined the Alliance after the end of the Cold War. The second part is devoted strictly to the topic of enlargement. In this part we asked experts from NATO members (both “old” and “new”), potential candidates and other NATO partners (including Russia, Georgia, Ukraine, Azerbaijan, Sweden, Finland etc.) how they view the future of NATO cooperation with external partners in Europe and the prospects for enlargement of the Alliance.
