The book also sets recent changes in perspective, outlining the evolution of cross-border relationships between partition in 1920 and the recent comprehensive settlement, and exploring the extent to which leaders North and South remained in denial about the evolving impact and implications of the border until the closing decades of the 20th century. The authors demonstrate how the search for a settlement in Northern Ireland has created a new dynamic in cross-border relationships, underlining the critical importance of these relationships in sustaining the peace process. In a trenchant assessment of future prospects, the book stresses the extent to which new North-South relationships have been dependent on external funding from the EU and the US. It argues that the diminution of these funds potentially threatens the sustainability of successful cross-border programs, putting the onus on the two governments to develop a more coherent and strategic approach to cross-border co-operation.

To facilitate the rebalancing of the economy it is vital the air links to Great Britain, mainland Europe and the rest of the world are robust. The Committee identified in this report several hurdles to overcome. Air Passenger Duty (APD)-despite the APD on direct long-haul flights being reduced to zero, this does not assist the 98.5 per cent of passengers who travel from NI airports on short haul flights. Ways to reduce or, preferably, abolish APD on all flights into NI from GB and on all direct flights from Northern Ireland to any destination should be explored.Connectivity-air links to hub airports, particularly Heathrow, must be, at least, maintained at the current level, and further routes should be actively sought. Airports Commission review-the review is being carried out by the Airports Commission into options to maintain the UK's status as an international hub for aviation. As this report is not due until 2015 and the delay as to the future airport configuration and capacity in the South East of England is causing concern among the business community in Northern Ireland. The Committee urged the Government to expedite the review and its decision, as soon as possible given its importance to Northern Ireland's international connectivity. Internal access to Northern Ireland's airports-road and rail links to all three of NI'sairports must be improved. Visas-there should be introduced between the UK and Irish Government, a shared visit visa for the UK and the Republic of Ireland, as the current cost of two visas deters both business and leisure travellers from visiting both jurisdictions on a single visit.

Book excerpt: The committee supports the principle of devolving to the Northern Ireland Executive the decision over whether or not to amend the rate of corporation tax, and believes this would assist the indigenous private sector to expand, innovate and employ more staff. The report uses 12.5% as a benchmark for the lower rate of corporation tax, but suggests that on the basis that the decision is devolved to the Northern Ireland executive it may, in due course, choose a lower rate. To maximise the benefits of a lower rate, though, continued progress needs to be made on other economic development policy mechanisms, including planning, education, and incentives for research and development and exporting. Low corporation tax is not a panacea for all Northern Ireland's economic ills, warns the committee, and there are considerable implementation issues: direct comparisons with the Republic of Ireland and its experience with 12.5% are difficult because the UK and Irish tax systems are different; and the UK Government would have to satisfy the criteria laid down in the Azores judgment for the tax reduction to satisfy EU rules on state aids. The committee was surprised to discover HM Treasury do not know how much corporation tax is raised in Northern Ireland. It is important that the Northern Ireland Executive has as much information as possible before deciding if, and how, it wishes to lower the rate, and at least a better idea of the amount of financial risk they are taking on. Furthermore, the benefits of lowering corporation tax must not be outweighed by the costs to businesses and HMRC.
