Book excerpt: While there has been extensive advertising on the promotion of the dairy industry and dairy products as a whole, most Americans are unware of the complexity in the regulations that drive the handling, production, marketing, and pricing of milk and dairy products. Many of these regulations are due to milk's perishability and its high risk to carry food-borne diseases. Many technological advancements have been made over the years made to ensure the food safety of today's milk supply. Today's government regulations require specific processes and procedures to be followed for handling milk once the cow has been milked. Insulated bulk tankers are used to transport milk from the dairy to the processing facility where it is tested against strict quality standards. The milk will be tested several times while it becomes a semi-finished good during the manufacturing process. Once the finished product has been manufactured, which is typically in the form of fluid milk for drinking, yogurt, hard or soft cheese, and powdered product, the product is tested yet again before it can be sold to the end customer. While government involvement in regulating food safety and sanitation standards in the dairy industry seems fitting, it is less clear that the government involvement is needed in order to effectively price and market milk as a raw material. This paper aims to review a brief history of milk pricing policy, the processes by which milk is priced today along with review of the advantages and disadvantages of a free market system.
