The book also discusses the status and role of the EU in relation to the BRICS grouping and their external and internal value capacity, in the context of the contemporary international liberal order, taking into account the new global deviations, such as the rise of populism and illiberalism in Europe and the world. Immediately after that, the EU’s relations with China are analyzed, taking into account the Chinese ‘project of the century’, embodied in the ‘Belt and Road Initiative’, considered as a process of expansion of Chinese influence in the global context. In the context of the EU’s establishment as an actor in international relations, special attention is paid to the imperial past of its member states, especially since out of 27 EU member states, 10 of them are former colonial empires. Hence, conclusions are drawn about the possibilities for deepening the cooperation between the EU member states with their former colonies (today sovereign states), but this time in the favor of the European Union's global goals and interests. Finally, the book analyzes the EU’s projections on the creation of a new, post-American international context, according to its ‘ideological baggage’ composed of the values of multilateralism, regionalism and institutional creativity, as a ‘community of values’, firmly constituted on the power of law, instead of on the right of force.

The reasons for this apparent failure of rigorous theory-building may be twofold. On the one hand, there is still much debate about what the EU — the ontological object of inquiry — actually is. On the other hand, many authors have taken a self-critical attitude towards their own discipline, emphasising that there is still a multiplicity of convictions as to how we can best theorise EFP. Though detailed analyses of the specific pattern of the EU's external relations have indeed been marginalised for a long time, it seems plausible to trace this lack of theoretical coherence back to the nature of EFP itself. It is often argued that the EU is a political system 'sui generis', a complex structure that is neither a state nor a non-state actor, and neither a conventional international organization nor an international regime. In a similar vein, some observers assert that the EU might most suitably be characterised as a hybrid political sphere that does not easily lend itself to classical Foreign Policy Analysis (FPA). In fact, the major IR perspectives on EU foreign policy-making — neorealist, neoliberal and constructivist — appear to be largely incompatible in this respect. Within each framework, certain claims are made which effectively rule out or downgrade the validity and reliability of key premises in rival approaches. Therefore, the central question posed in this essay is: Which theory best explains the making of EU foreign policy? And if there is no single theoretical paradigm, might there be any potential for an analytical synthesis in order to understand the particular features of EFP more appropriately? To answer these questions, I will first describe the main views on the development of EFP represented by the above-mentioned approaches within the broader context of theorising European integration. Secondly, I will outline in how far the EU's peculiar nature as a system of multi-level decision-making can be regarded as a core empirical challenge to the concepts of conventional FPA. I will conclude that different theoretical schemes ought to be applied to different issue areas of foreign policy-making in a more selective manner if the complex processes of EFP are to be fully understood.

Interorganizational Diffusion in International Relations: Regional Institutions and the Role of the European Union develops and tests a theory of interorganizational diffusion in international relations that explains how successful pioneer organizations shape institutional choices in other organizations by affecting the institutional preferences and bargaining strategies of national governments. The author argues that Europe's foremost regional organization systematically affects institution building abroad, but that such influence varies across different types of organizations. Mixing quantitative and qualitative methods, it shows how the EU institutionally strengthens regional organizations through active engagement and by building its own institutions at home. Yet, the contractual nature of other regional organizations bounds this causal influence; EU influence makes a distinguishable difference primarily in those organizations that, like the EU itself, rest on an open-ended contract. Book excerpt: This book examines the politics of the relationships between multilateral organizations that have come to play a major role in contemporary efforts to manage international security. Drawing on concepts developed in Organizational Studies, the book starts from the assumption that inter-organizational relationships are the product of contested politics. Politics that may be either more cooperative or more competitive, but which always contains elements of both. This volume focuses on inter-organizational relations emanating from, through and towards the regional scale. The proliferation in the number of regional multilateral organizations in recent decades and their growing claims to represent effective and legitimate frameworks to address security threats and issues has been widely noted. The book is organized into four sections, covering all aspects of the inter-organizational relationships in which regional multilateral organizations are involved: global-regional, intra-regional, inter-regional, and multi-scalar. Each chapter addresses a distinct case study of inter-organizational relations (bilateral, trilateral or wider network), and examines the politics shaping these relations. This book will be of much interest to students of international security, international organizations, global governance and area studies, more generally.
