Book excerpt: The EU's neighbouring economies face new challenges in the aftermath of the global crisis. The EU's eastern neighbours reached a deep trough in 2009 while growth in the EU's southern neighbours was halved. Although this makes the return road towards the growth that was achieved before the crisis less steep for the latter region, it may not be easier. Challenges prominent before the crisis, such as surging commodity prices, may reappear on the back of the resurgence of global economic growth. This review analyses the economic, monetary and financial developments as well as the challenges: high fiscal debt stocks, sizable government sectors, relatively weak private sectors, high unemployment rates and shallow financial sectors threaten to hamper the rise of economic activity and damage welfare levels. The strikingly different developments of the relative income levels of the southern and eastern regions during the last decades are also illustrated; while the southern neighbours had already reached a higher welfare level than the eastern neighbours at the beginning of the century, their economic growth has been far slower during the last decade. In view of their rapid growth performance before the global crisis, the eastern economies seem well-positioned to resume to catch up after the recent deep recession. However, for all neighbour economies the identified weaknesses in their economic structure and governance, and the daunting challenges facing policy makers, not least in the area of fiscal policy, underscore the need to implement far-reaching structural reforms to enhance potential growth and improve resilience.

Book excerpt: This paper is part of a series of reports produced by the European Commission's Directorate-General for Economic and Financial Affairs (DG ECFIN) on the economic developments and policy challenges of countries covered by the EU's European Neighbourhood Policy (ENP), published under DG ECFIN's Occasional Papers. The ENP region includes ten countries on or very close to the Southern and Eastern shores of the Mediterranean - Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria and Tunisia - and six countries to the East of the EU that were previously part of the Soviet Union - Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. Book Synopsis The European Union's Broader Neighbourhood by : Sieglinde Gstöhl
Download or read book The European Union's Broader Neighbourhood written by Sieglinde Gstöhl and published by Routledge. This book was released on 2015-07-16 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade the European Union (EU) has gradually developed the European Neighbourhood Policy (ENP) with its neighbours. At the same time, the ‘neighbours of the EU’s neighbours’ have presented new challenges. This book addresses the EU’s broader neighbourhood, comprising of the ENP countries and the neighbours of its neighbours. With specific focus on Saharan Africa, the Middle East and Central Asia, it discusses trans-regional policy issues that arise from the EU’s relations with regions beyond the ENP. Based on an interdisciplinary, policy-oriented approach, this volume explores major political, legal, security and socio-economic challenges and identifies opportunities for cooperation across the EU’s broader neighbourhood. This book will be of interest to students, experts and scholars interested in EU affairs and politics, international relations, EU and international law, diplomacy and area studies.
Book Synopsis The External Economic Dimension of the European Union by : Gerrit Faber
Download or read book The External Economic Dimension of the European Union written by Gerrit Faber and published by BRILL. This book was released on 2021-11-22 with total page 418 pages. Available in PDF, EPUB and Kindle. Book excerpt: The External Economic Dimensions of the European Union focuses on the broad range of recent initiatives taken by the EU to reinforce its common external economic policy in a rapidly changing environment. The prospects of the EU are increasingly interrelated with the dynamics of the world economy. In the multipolar post-Cold War economy, the EU faces many uncertainties and new challenges. The transatlantic link still dominates the EU's external relations but the cohesion of the Euro-American relatioship has been tested severely. Moreover, the transition of Central and Eastern Europe and the rise of new growth poles in Asia and Latin America have not only creates new opportunities for trade and investment but intensified international competition at the same time. The volume is organised in two parts. Part I focuses on the competitiveness of the EU and its position in the world economy as well as on specific aspects of its external economic policies including the restructuring of the Common Agricultural Policy and the enlargement of the EU membership. Part II is exclusively devoted to the regional dimension of the external policy of the EU and focuses on the rapidly evolving relationship with the other Triad powers, the USA and Japan, the neighbouring countries and the emerging markets. The book brings together a range of distinguished authors who analyse the wide range of initiatives from the perspective of economics, political science and law. It is a timely and essential work that will reward the attention of policymakers and interested academics throughout the world.

Book Synopsis Resilience and the EU's Eastern Neighbourhood Countries by : Gilles Rouet
Download or read book Resilience and the EU's Eastern Neighbourhood Countries written by Gilles Rouet and published by Springer Nature. This book was released on 2019-11-21 with total page 621 pages. Available in PDF, EPUB and Kindle. Book excerpt: Resilience has emerged as a key concept in EU foreign policy. The policy debate around this concept has been vigorous, but theoretical attempts to develop the concept are few. Covering fields of strategical importance, such as economic governance; growth and sustainable development; energy, environment and climate action; education, the labour market, and foreign affairs, this book is one of the first attempts to profoundly theorise the concept of ‘resilience’ in international relations by looking at several policy areas and countries. Faced with multiple crises (the economic crisis, the Brexit referendum, the refugee crisis, terrorist attacks, geopolitics such as events in the Ukraine), and challenges with its integration process, the European Union needs to become not only more intelligent, more inclusive and more sustainable, but also more resilient and more capable of reacting to different internal and external shocks. This book integrates a systemic assessment of the regions’ specific shocks and risks in relation to internal vulnerabilities (i.e. structural economic, social, institutional and political fragility) and to their long and medium-term impact on the stability, security and sustainable development in the region.
Book Synopsis Europe's Near Abroad by : Dieter Mahncke
Download or read book Europe's Near Abroad written by Dieter Mahncke and published by Peter Lang. This book was released on 2008 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the context of the enlargements of 2004 and 2007 the European Union needed a concept for the future relationship with its new neighbours. The result was the development of the European Neighbourhood Policy (ENP). In return for sharing European values and effectively implementing political, economic and institutional reforms, the EU offers economic incentives and closer ties to its eastern and southern neighbours. The ambitious objective of promoting stability, security and prosperity beyond its own borders raises questions about the Union's intentions, means and likely success. This volume analyses the logic and institutional origins of the ENP and provides a critical assessment of the promises and prospects of the EU's broader neighbourhood policies. It does so both from an issue-oriented perspective (e.g. security, visa policy, trade, aid, human rights, good governance) and a regional standpoint: eastern Europe, the Mediterranean, the Western Balkans and Russia.
Book Synopsis The Obsolescence of the European Neighbourhood Policy by : Steven Blockmans
Download or read book The Obsolescence of the European Neighbourhood Policy written by Steven Blockmans and published by Rowman & Littlefield. This book was released on 2017-10-03 with total page 183 pages. Available in PDF, EPUB and Kindle. Book excerpt: The idealism that engendered the European Neighbourhood Policy in 2004, later codified in the Lisbon Treaty in 2009, has since been reviewed to adapt to the turbulence that has befallen the EU and its neighbourhood. The ENP is now little more than an elegantly crafted fig leaf that purports to take a soft power approach to the EU’s outer periphery, argues the author, but in effect it inclines more towards Realpolitik. By prioritising security interests over liberal values in increasingly transactional partnerships, the EU is atomising relations with its neighbouring countries. And without the political will and a strategic vision to guide relations with the neighbours of the EU’s neighbours, the ENP remains in suspended animation.

Book excerpt: TRY (FREE for 14 days), OR RENT this title: www.wileystudentchoice.com Europe is the second-smallest of the continents, yet it is the third most populated—and its rich history has played out on the world's maps for centuries. The region's borders have undergone near-continuous evolution through the rise and fall of nations, rebellions, and civilizations, and the paths these borders take have repercussions around the globe. This book presents a systematic survey of Europe and individual country-by-country coverage based on the most current data. From the core of the European Union to the lesser-known corners of the continent, this book provides in-depth examination of the physical, cultural, economic, and political geography of this powerful region. Fresh perspective sheds new light on recent events including Brexit, Russia's takeover of Crimea, terrorist attacks in France, and the EU's newest members, while the European Union's future is explored in light of the possible loss of the region’s second-largest economy. With deep insight into each nation and its relationship to the region, this book offers a uniquely intimate look at the various dynamics shaping Europe today.

Available in PDF, EPUB and Kindle. Book excerpt: The enlarged European Union needs new instruments for exporting stability and change into the fragile regions and countries beyond its borders. That is why the EU is developing and implementing the European Neighbourhood Policy (ENP): a strategic concept which is to enhance the Union’s capability to be a driver of reform – without automatically promising the “golden carrot” of membership to the neighbours. This book provides the reader with information on what ENP wants, how it works and what the prospects of the Union’s cooperation with neighbouring countries are.

Book Synopsis Impact of the Global Crisis on Neighbouring Countries of the EU by : European Commission. Directorate-General for Economic and Financial Affairs
Download or read book Impact of the Global Crisis on Neighbouring Countries of the EU written by European Commission. Directorate-General for Economic and Financial Affairs and published by . This book was released on 2009 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: The global crisis that originated in developed economies has increasingly spread to emerging and developing countries via several transmission channels with negative spillovers. As a consequence EU neighbouring countries, being emerging and developing economies, face severe strains. The economies of the eastern EU neighbouring countries are expected to contract by 4% in 2009, being a 10 percentage point reduction in economic growth in comparison with 2008. Also, the economies at the southern Mediterranean rim see their economic growth halved. While having a similar set of policy instruments at their disposal as developed countries, challenges of mitigating or reversing the impact of the global crisis are quite different. This review analyzes the crisisœ impact on the economic outlook in-depth for the CIS region, for the Mediterranean region, and for the individual economies (including the GCC). Although financial indicators lead us to the conclusion that the CIS region is more exposed than the Mediterranean region, the latter is not sheltered and as vulnerable. The review points at combinations of vulnerabilities in both regions, which compound the risk of fiscal unsustainability and financial stress, relatively weak private sectors, high unemployment rates and weak automatic stabilisers, a shallow financial sector which hampered the rise of economic activity and thus welfare levels in the past, and a lack of buffers.

Book Synopsis Cross-Border Entrepreneurship and Economic Development in Europe's Border Regions by : David Smallbone
Download or read book Cross-Border Entrepreneurship and Economic Development in Europe's Border Regions written by David Smallbone and published by Edward Elgar Publishing. This book was released on 2012-01-01 with total page 277 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is concerned with entrepreneurship and economic development in EuropeÕs border regions, focusing on the effects of EU enlargement on these regions, both within the EU and in neighbouring countries. Particular attention is paid to cross-border entrepreneurial activity. Cross-border cooperation involving entrepreneurs is attracting increasing attention in Europe as EU enlargement has increased the length of its borders with the former Soviet republics. The expert contributors highlight that border regions tend to be economically disadvantaged as a result of their peripherality, which means that cross-border cooperation for business purposes represents a potential development tool. This groundbreaking book contains an empirical evidence base drawn from regions in EU member states and the Newly Independent States, as well as providing a conceptual base for informed policy development. This insightful book will prove invaluable for academics and students of entrepreneurship, economics, development and European studies.
