Book excerpt: In this report looking at crisis management in the EU, the Committee call for a closer working relationship between the EU Monitoring and Information Centre (MIC) and NATO's Euro-Atlantic Disaster Response and Coordination Centre (EADRCC). The role of the two bodies is similar, but there is practically no contact between them. It would be in the interests of the EU, NATO and the members of both organisations to support and complement each other's work rather than duplicating it. In the event of a serious natural or man-made disaster the failure of the two bodies to cooperate could have serious consequences. The Committee also raise concerns that NATO prevents officials of the EU Joint Situation Centre (SitCen) from taking part in NATO training courses due to concerns about security clearance. The Committee state that the level of security clearance required by NATO should be the same for officials of national Governments and of the European Union. The Committee also call on the Government to begin working with the EU to ensure a full EU contribution to the security preparations in place at the 2012 Olympic site and in surrounding London boroughs. Finally the report criticises the failure of the UK to participate fully in international exercises designed to test preparedness for Chemical, Biological, Radiological or Nuclear (CBRN) attacks. The UK has been involved to some extent in only 11 of 31 EU or NATO CBRN exercises between 2000 and 2008; it has played a full part by deploying teams in none of the NATO exercises, and only one of the EU exercises.

Book excerpt: Internal security is often hailed as a rapidly expanding area of European integration, with a growing number of strategies, policies and framework agreements in recent years. Yet actual cooperation, when viewed closely, proceeds at a halting pace – raising questions as to why cooperation appears so problematic. This book presents a novel, theoretically-informed way to understand internal security cooperation in Europe. The approach treats internal security as a "public good" requiring collective action amongst sovereign governments. All governments must contribute to the production of a public good; once produced, the public good benefits all governments. Fundamental obstacles to producing a public good thus arise, and can help explain the underlying difficulties facing European cooperation on internal security matters. The chapters in this book apply a public goods approach to different internal security issues, ranging from terrorism to border management, and from environmental security to natural disasters. Each study demonstrates how the various goals of internal security cooperation resemble different forms of public goods – and thus present different kinds of obstacles to effective cooperation. This book fills a theoretical gap in the literature on European internal security cooperation with a proven approach increasingly used in other scholarly fields. It argues that the question we need to ask is how security communities work at a time when armed conflicts among states have become significantly less frequent compared to other non-military threats and trans-boundary risks (e.g. terrorism and the adverse effects of climate change). Drawing upon recent advances in practice theory, the book suggests that the emergence and spread of cooperative security practices, ranging from multilateral diplomacy to crisis management, are as important for understanding how security communities work as more traditional confidence-building measures. Using the EU, Spain and Morocco as an in-depth case study, this volume reveals that through the institutionalization of multilateral venues, the EU has provided cooperative frameworks that otherwise would not have been available, and that the de-territorialized notion of security threats has created a new rationale for practical cooperation between Spanish and Moroccan diplomats, armed forces and civilian authorities. Within the broader context, this book provides a mechanism-based framework for studying regional organizations as security community-building institutions, and by utilizing that framework it shows how practice theory can be applied in empirical research to generate novel and thought-provoking results of relevance for the broader field of IR.
