Book excerpt: This book provides a systematic comparative analysis of how and why voting behaviour has changed in Europe in recent decades. It has been widely argued that radical changes have occurred in the how and why of voting behaviour in Europe as a result of changes in the structure of society, most notably the rise in material affluence and educational attainment, and the decline in religious observance and the size of the working class. But most tests of this proposition have been undertaken on single countries. This book, however, systematically tests the validity of this proposition across various European countries. The argument that social change has altered voting behaviour has been increasingly challenged on the grounds that it takes too little account of changes in the choices that are put before voters by the parties, such as the promises and proposals that are put forward at election time. This book, therefore, also assesses the relative explanatory power of claims that voting behaviour has changed because of changes in society against claims that it responds to changes in the offerings of political parties. And it is clear from the analyses reported in this book that contrary to the claims of much of the extant literature, the latter argument appears better able to account for many of the patterns and changes in European voting behaviour, and thus the book constitutes an important challenge to much current academic orthodoxy. This is the first book to provide a systematic comparison of the long-term dynamics of the voting behaviour of individual voters across such a wide range of European countries, taking into account the dynamics of the choices put before voters by the parties and, for the first time, relating this to the way voters behave. Book excerpt: When direct elections for the European Parliament were first organized in 1979, the idea was that such direct elections would increase the democratic legitimacy and accountability of the Parliament. Moreover, the elections were expected to raise public interest, engagement and support for the European project. Did these elections help to increase legitimacy and accountability? Did they increase interest in and support for the 'European project'? Or, did these elections have unintended (and perhaps undesirable) consequences? This volume focuses on the consequences of European elections for public debate and involvement, for party systems, and for public opinion. EP elections have caused a number of intended consequences: the salience of the elections in the media has gone up and over time electoral competition becomes more important, engaging in the campaign can help improve EU evaluations, and Europe as a topic has become more important for voting at EP elections, boosting the prevalence of so-called EU voting. A number of intended consequences have not materialized during the life of the EP so far: knowledge or turnout levels have not gone up and citizens have not become better at judging what political parties are offering. The EP elections have, however, also yielded a number of unintended consequences: EP elections dampen turnout for first time voters in subsequent elections, EP elections cause temporary decline in EU support, and the elections have become a strategic arena for political parties to position themselves on EU issues and for new movements and parties to boost or sustain their success.

Many in the EU have believed that this problem could be effectively tackled by vesting greater powers in the European Parliament (EP), the Union's only directly-elected institution. The central argument of this book is that, while considerable efforts have been made to increase the status of the EP, it is in crucial respects a failure as a representative body. This failure is grounded in the manner in which the parliament is elected. The electoral systems used for EP elections in many EU countries are, we argue, actively obstructive of Europe's voters being represented in the way that they are most likely to respond positively towards. While the behaviour of EP members is shaped strongly by the electoral systems under which they are elected (which vary across the 25 member-states of the EU), the electoral systems currently in place push most of them to behave in ways contrary to what citizens desire. Drawing on public opinion data, surveys of MEPs and considerable qualitative interview evidence, we show that the failure of parliamentary representation in the EU has a strong foundation in electoral institutions.
