It offers an overview of the legal framework currently applicable to the Parliament's committees of inquiry and gives an insight into the controversy surrounding the negotiations concerning the proposal put forward by Parliament in 2012 to modify that legal framework. It presents the different types of inquiries that can be dealt with by Parliament's inquiry committees, the investigative powers granted to them, and those types of inquiries that may be dealt with by Parliament's special and standing committees. Finally, it compares Parliament inquiry committees' investigative powers with the powers conferred upon such committees in the national parliaments of selected EU and non-EU countries.

The most frequently heard explanation for the alleged deficit is that the transfer of national executive powers to the EU level has not been matched by an equivalent increase in the intensity of parliamentary supervision over the exercise of these powers. Rather than asking whether the EU in its entirety suffers from an accountability deficit, this book focuses on one specific instrument the European Parliament can use to hold executive action to account in the EU context: parliamentary investigations. The book analyzes the legal position of the three types of parliamentary committee which conduct investigations - temporary committees of inquiry, temporary special committees, and standing committees - and examines specific investigations conducted by them. Conclusions are drawn on the ways and the extent to which they can contribute, and actually do contribute, to holding EU executive actors to account. The book advances concrete recommendations on how to strengthen the investigative function of the European Parliament in order to prevent and reduce accountability deficits.

Why is it that the European Parliament - surely a mechanism for democratic control - is either ignored in British mass media or treated as a gravy train? Based on 46 long interviews with British MEPs, a picture emerges of British MEPs being ignored by British national media but able to secure constituency media coverage and influence. Additionally, in different constitutional settings, the same picture emerges in Belgium and the Republic of Ireland. The research suggests that political elites in EU member countries are anxious to control the visibility/influence of the European Parliament, not merely via the Council and Commission, but also by managing their national media into dismissive attitudes towards the Parliament.
