It followed a week-long visit to Japan by European Commissioners Vice-President Wilhelm Haferkamp, concerned with external relations, and Viscount Etienne Davignon, in charge of industrial affairs, during which they held intensive discussions with leading Japanese ministers. Among other things the agreement provides European producers of video tape recorders (VTR) a guaranteed sale of 1.2 million units and involves a general Japanese commitment to moderate exports to the Community of light commercial vehicles, fork-lift trucks, small motor cycles, quartz watches, and hi-fi equipment.
